Honoring Veteran Community Changemakers
This quarter's Veteran Changemakers are Kristen L. Rouse, Wilem Wong, and Chaplain Richard Pusateri!
Kristen L. Rouse is currently the Managing Director at Iraq and Afghanistan Veterans of America, after having served on IAVA’s Board of Directors for nearly 5 years. Kristen served in the US Army, US Army Reserve, and Army National Guard over nearly three decades, including three tours of duty in Afghanistan. She has spearheaded legislative campaigns that have benefited and brought greater recognition to Veterans and their families, including establishing and funding an independent Department of Veterans’ Services for NYC, adding protection of military and Veteran status to NYC’s Human Rights Law, and naming Manhattan’s VA hospital in honor of Revolutionary War veteran Margaret Cochran Corbin.
Wilem Wong is the New York City Director for the Selective Service System appointed by New York Governor Kathy Hochul. Mr. Wong served more than 34 years – 12 years enlisted, and 22 years commissioned service – in the U.S. Army Reserve, retiring at the rank of lieutenant colonel and is the recipient of a Combat Action Badge for his deployments to Iraq and Afghanistan.
Chaplain Richard Pusateri is the Military and Veteran Services Manager at the John Jay College of Criminal Justice. He served 30 years as a chaplain in the US Navy, during which he deployed 3-years with Marine Corps forces in combat operations (Enduring Freedom, Iraqi Freedom and Desert Storm) and in overseas operations for over 10 years. During 2005-2009, he served as the senior chaplain for all Marine Corps combat forces in Southwest Asia.
Thank you Changemakers for all of your efforts to help Veterans thrive in NYC!

Post-9/11 Fallen Service Member Memorial Open Call for Artists
The City of New York seeks artists interested in creating a public monument that honors the lives and legacy of the Service Members who died during combat activities in support of Overseas Contingency Operations (Operations Enduring Freedom, Iraqi Freedom, New Dawn, Inherent Resolve, and Freedom’s Sentinel combined) associated with the Global War on Terror. If you are such an artist, then please APPLY to this open call.
The memorial will also serve as a permanent declaration of “Thank you” and “Welcome Home” to our Post 9/11 Veteran community. The Post 9/11 Veteran community includes, but is not limited to: all who served, those sustaining hidden and non-hidden wounds, those who died for reasons that originated in military service who are not acknowledged by the Defense Department as being combat casualties, those who were not able to return home, the loved ones of all previously mentioned groups (Gold Star Families and Blue Star Families), supporters and allies. This project will serve as an eternal testament to their service by also creating a site for future commemorations and remembrances that engage the local community, Veteran Service Organizations, and New Yorkers who wish to learn about these hometown heroes.

WASHINGTON (AP) — President Joe Biden pardoned potentially thousands of former U.S. service members convicted of violating a now-repealed military ban on consensual gay sex, saying Wednesday that he is “righting an historic wrong” to clear the way for them to regain lost benefits.
Biden’s action grants a pardon to service members who were convicted under the Uniform Code of Military Justice’s former Article 125, which criminalized sodomy. The law, which has been on the books since 1951, was rewritten in 2013 to prohibit only forcible acts.
Those covered by the pardon will be able to apply to receive proof that their conviction has been erased, petition to have their discharges from the military upgraded and move to recover lost pay and benefits. [READ MORE...]

A Message From Mayor Adams:
Each week DVS shares a brief update about how our administration is getting stuff done for New Yorkers.
Thanks to the Adams administration’s efforts, New York continues to be the safest big city in the country, but public safety is about more than just crime stats. Keeping our city safe also means protecting our children from the risks of social media, which is why we’ve declared unfettered access to social media a public health hazard, filed a lawsuit against the owners of five social media platforms for their harmful practices, and, last week, released a first-in-the-nation report exploring the relationship between social media use and mental health. The report found that those who use social media report higher rates of anxiety and provides valuable data as New York City and the country take new steps to address the youth mental health crisis. Here at DVS our Military Family Advocacy pilot program ensures there is a veteran liaison at NYC Public Schools to ensure Veteran and Military families have access to resources and information unique to them. Currently running in Staten Island, our agency plans to expand the program to the five boroughs in the coming year.
