For Jeffrey Roth, the Adams administration’s newly appointed deputy mayor for operations, the life he’s built in New York over the past two decades has been closely entwined with public service – both in government and the military. Since first moving to the city in 2007, he’s worked in some capacity under the last three mayoral administrations – each in positions with data management as a central theme.

Under the Bloomberg administration, Roth worked as a senior policy adviser for several years then joined the New York City Fire Department where he used data analytics to try to prevent and predict where fires might occur. Under the de Blasio administration,  he served as a deputy commissioner at the Taxi & Limousine Commission – overseeing the rise of rideshare companies like Uber and Lyft – and a deputy commissioner in the newly-formed New York City Department of Veterans Services. Most recently, Roth, also a colonel in the Army National Guard, commanded Joint Task Force Empire Shield – a National Guard taskforce that protects New York’s major transportation hubs, including the subway system.

In March 2025, mere weeks after declaring his candidacy for the Westchester County Board of Legislators district one where he’d lived for several years, Roth got a call from the Adams administration asking him to join the team as deputy mayor for operations following the resignation of predecessor Meera Joshi. Our administration works every day to make our city more affordable, and with Mayor Adams’ $116 billion “Best Budget Ever,” we’re investing in the services that make life safer and more affordable here in NYC, and that improve quality of life. Our new budget has investments to put NYC on the path to universal childcare for low-income families if our new pilot is successful, invests more in schools, invests in cultural institutions and libraries, provides funding for legal services for immigrants, funds programs to help New Yorkers suffering from severe mental illness, funds major infrastructure projects, and so much more, all while keeping NYC on the path of strong fiscal management and fulfilling earlier promises like cutting NYC personal income taxes for low-income New Yorkers, creating a universal after-school program, and investing nearly $25 billion in capital to create more affordable housing. At DVS, we’re doing our part by helping veterans and their families access housing assistance, apply for benefits, and connect with services—from rental support and legal advocacy to resource navigation.

Current DVS Job Openings

Employment Specialist- assists the Military Affiliated Community in accessing meaningful and sustainable employment opportunities across a diverse range of sectors, including public, private, and government industries. This position will focus on guiding individuals toward job placements that align with their skills, experiences, and career goals. In addition to employment placement, the Employment Specialist will also provide critical support by connecting constituents with relevant workforce development programs, ensuring they have access to the training, resources, and support needed to successfully transition into the workforce and advance in their careers.
PFC Joseph P. Dwyer Program Coordinatorreports to the Assistant Commissioner of Policy and Strategic Partnerships to assist in: coordinating collaboration between DVS and Dwyer Program providers, facilitate payment to Dwyer Program providers by assisting them in accessing Passport and PIP systems, track and monitor implementation of Dwyer Program practices, quantitatively and qualitatively assess and analyze success of Dwyer programs by developing and administering pre and post surveys of Dwyer program participants, and more.
Summer College Intern- assist with general administrative tasks and community outreach initiatives during the summer of 2025, between June and September. Interns will play a vital role in supporting DVS's day-to day operations.
