Dwyer Submission Deadline Extended

Upcoming MOCS Information Session

DVS has extended the RFP submission date from Friday, November 1st, to Monday, November 25, 2024, at 2 P.M.
The Mayor’s Office of Contract Services (MOCS) will hold a special session related to PASSPort for those interested in submitting proposals related to the NYC Private First-Class Joseph P. Dwyer Peer Support Program.
This session will be held on Tuesday, October 22, 2024, from 1:30 p.m. to 2:30 P.M.
Here is the link to join the TEAMS meeting
MOCS will serve as subject matter experts and offer guidance to prospective Dwyer grant-seekers on the topics below:
- Getting pre-qualified as a Human/Clint services vendor
- Peace Labor Attestation
- Submitting a Proposal in PASSPort
Due to restrictions, DVS will not discuss the contents of the RFP. DVS will record the session and share the recording and resources with prospective grant-seekers post-session.

The Pentagon announced on Tuesday that more than 800 service members who were kicked out of the military under the now-repealed “don’t ask, don’t tell” policy will receive honorable discharge upgrades.
Pentagon officials said they had completed a review of about 2,000 cases, as Defense Secretary Lloyd J. Austin III ordered last year.
Mr. Austin said in a statement that the military would “continue to honor the service and the sacrifice of all our troops — including the brave Americans who raised their hands to serve but were turned away because of whom they love.”
About 13,500 service members were separated from the military because of their sexual orientation while the policy was in effect from 1994 until 2011. About a third of them were not considered for discharge upgrades because they were separated during their initial military training and had not served long enough to qualify. [READ MORE...]
