New Trainer’s Manual on the Nelson Mandela Rules International Training Programme

This new resource provides a guide for trainers leading four-day in-person training courses for prison staff on the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules). Published by the OSCE’s Office of Democratic Institutions and Human Rights (ODIHR) and Penal Reform International (PRI) in partnership with the Swedish Prison and Probation Service (SPPS) and the United Nations Office on Drugs and Crime (UNODC), the manual and accompanying slide deck includes presentations, practical exercises and guidance notes that trainers can use, as well as background information and other useful resources.

New resources:
Investigating deaths in prison: A guide to a human rights-based approach

This new guide by PRI and the University of Nottingham provides prison authorities, policy makers, and others with guidance on the basic features of human rights-based investigations into deaths in prison.

It sets out key international and regional jurisprudence, with recommendations and examples of current practices from around the world to inspire reforms towards effective investigations and accountability.

New languages:
Comparative study on non-custodial sanctions and measures in the EU 

A comparative study on the use and implementation of non-custodial sanctions and measures in the EU, encompassing 22 member states, is now available in Portuguese, with thanks to the University of Coimbra, in addition to English, French and Hungarian

This research was completed as part of the project Promoting non-discriminatory alternatives to imprisonment across Europe, implemented by PRI with the University of Coimbra and the Hungarian Helsinki Committee, funded by the European Union Justice programme.

PRI joins UNODC regional training in Central Asia

This week, PRI joined UNODC for a national workshop in Kazakhstan and a regional training for Central Asia, both held in Almaty, Kazakhstan, focused on improving access for people in prison to health and HIV services. In both workshops, PRI's Project Coordinator, Madina Akhmetova delivered presentations on global trends in penitentiary systems with a focus on healthcare in prison settings. 

PRI at OSCE-ODIHR regional workshop on human rights and violent extremism 

On 13 September, PRI joined the OSCE’s Office of Democratic Institutions and Human Rights (ODIHR) regional workshop for South East Europe in Sarajevo to discuss our joint Guide for Detention Monitors on Protecting Human Rights in Prisons while Preventing Radicalisation Leading to Terrorism or Violence. PRI's Programme Coordinator, Tanja Dejanova joined the event, highlighting the mutually reinforcing nature of security and human rights, and the central role of external oversight to protect fundamental rights in places of detention.

CCPCJ Thematic Discussions on implementating the Kyoto Declaration held in Vienna

On 21-22 September, PRI joined the UN Commission on Crime Prevention and Criminal Justice (CCPCJ) thematic discussions on the implementation of the Kyoto Declaration on "Promoting the rule of law", held in Vienna, Austria.

Over the two days, discussions focused on access to justice and equal treatment before the law, legal aid, national sentencing policies, anti-corruption efforts, and more. 

Aimed at enhanced peer to peer exchange on good practices at national, regional and global levels, PRI's Policy and International Advocacy Manager, Tríona Lenihan delivered a statement sharing learning from PRI's work to improve women's access to justice in Yemen and Uganda, and to promote gender-responsive sentencing policies.
