Expert Blog: In Brazil, prison riots and killings expose the structural failures of mass incarceration

Our expert blog this month by Henrique Apolinario of Conectas Human Rights exposes the failures of the Brazilian prison system that led to at least 119 killings in prison riots during 2017 alone. Henrique highlights the rare and insufficient inspections by the authorities, lack of access to justice, overcrowding, and the ineffective official response of placing each alleged criminal group in their own facility. Conectas has laid out a range of recommendations, including the increase of alternatives to incarceration.

External Resource: The Death Penalty for Drug Offences

This month Harm Reduction International released its new resource, The Death Penalty for Drug Offences: Global Overview 2017. The report gives a positive assessment of international political support for the abolition of capital punishment for drug-related offences. However, in the same month, Donald Trump announced plans to implement the death penalty for some drug traffickers in the United States, with drug policy and human rights experts responding in condemnation.

News: HRC adopts new resolutions on drugs and human rights, corruption and torture

In its 37th session, the UN Human Rights Council adopted a resolution requesting a report on the implementation of the UNGASS outcome document with regards to human rights. They also adopted a resolution on the negative impact of corruption on the right to be free from torture, which recognised the prevalence of corruption in law enforcement and justice systems.

PRI's Middle East and North Africa office organised a two-day workshop for the new Human Rights Department of Algeria's National Police, which focused on integrating human rights-based approaches within the administration of criminal justice.
