Natural hazards and prisons - Protecting human rights in disaster prevention, response and recovery

People in prison are among the most vulnerable to suffering from the negative effects of natural hazards. In recent years, people detained and working in prisons have been injured – sometimes fatally – due to damage and destruction caused by natural hazards, exacerbated by inadequate preparations by prison authorities to ensure their safety.

We invite you to join the online launch of PRI's new guide – the first of its kind – based on primary research, presenting practical measures with a human rights-based approach for practitioners and frontline staff working in prison systems. Hear from those with frontline experience of preparing for and responding to natural hazards, and with expertise in the field of disaster risk reduction and prison management.

World Congress on Justice with Children



From 15-20 November, the 2021 World Congress on Justice with Children gathered more than 4,800 children, policymakers, legal practitioners, academics, and civil society actors from over 100 countries to explore best practices, foster scientific cooperation, and raise awareness on child-friendly justice.

The Congress was organised by the Global Initiative on Justice with Children, which is made up of Terre des hommes, PRI, International Association of Youth and Family Judges and Magistrates and the International Institute for the Rights of the Child.

The Congress culminated in the adoption of a Global Declaration on Justice with Children, which calls for inclusive access to justice for children without discrimination, resilient access to justice for children in the face of crises and pandemics, and child-friendly access to justice for children in contact with the law.

Criminal justice stakeholders meet to improve non-custodial sanctions in Portugal

As part of ongoing work on alternatives to imprisonment in Europe, PRI traveled to Coimbra, Portugal on 4 and 5 November to meet with criminal justice stakeholders and our partner the Faculty of Law of the University of Coimbra. The discussions explored ways to make non-custodial sanctions and measures in the country more readily available for all, supporting flexibility, responsivity and fairness in their use and implementation, also in times of crises such as the COVID-19 pandemic.

Prison reform workshops held in CAR 

As part of our work to demilitarise prisons in Central African Republic, PRI, in partnership with MINUSCA, organised two three-day workshops this November. First, a training session for penitentiary adminsitration leadership on strategic and operational planning, followed by a training on prison security and incident management.
In addition, in three prisons (Berberati, Ngaragba, Bouar) PRI initiated three-months long vocational training for people in prison, including for plumbing and carpentry.

PRI and Harm Reduction International have conducted the first ever in-depth review of policies and practices related to COVID-19 vaccination in prisons in 177 countries. Join us for the online launch of our joint report to discover the findings of this ground-breaking research and discuss ways forward to ensure the prioritisation of people detained and working in prisons for COVID-19 vaccination and broader pandemic responses.

New reports on the penitentiary health care system in Kazakhstan

As part of the ongoing process of transferring responsibility of penitentiary health care in Kazakhstan from the Ministry of Internal Affairs to the Ministry of Health, PRI supported the development of two reports - one report examines the current state of the penitentiary health care system in Kazakhstan; the other provides   an overview of the experiences of other countries which have completed such a transfer, or are in the process of transferring.

Webinar recording: Gender, Drugs, and Criminal Justice: navigating human rights challenges

In the margins of the 30th intersessional meeting of the Commission on Crime Prevention and Criminal Justice, the International Drug Policy Consortium, the Washington Office on Latin America, and PRI organised a side event to explore the gendered impacts of drug control and the carceral system on women’s human rights, and offered key recommendations for the way forward.
