Roundtable on Roma and non-custodial sanctions

On 7 March 2023, PRI hosted a multi-stakeholder regional roundtable in Brussels to discuss and address problems faced by Roma in European criminal justice systems. The basis of the discussion was an exploratory study by PRI on the obstacles that hinder access to non-custodial measures for Roma, such as issues related to housing or employment, culture or customs, making imprisonment the prominent form of executing sanctions. Participants stressed that the challenges identified, which are often systemic, require a comprehensive and multi-agency approach, including practical and culturally sensitive solutions in the work of probation services. 

This event is part of PRI’s project “Promoting non-discriminatory alternatives to imprisonment in Europe”, funded by the European Union and realised in partnership with the Hungarian Helsinki Committee and University of Coimbra, and was co-funded by the International Penal and Penitentiary Foundation (IPPF).

PRI marks International Women's Day

In partnership with the Prison Administration in Sudan, PRI marked International Women's Day inside the Women’s Prison of Omdurman in Khartoum. The first-time event highlighted the reality and needs of women deprived of liberty in Sudan, and the role of women working inside these prisons. Participants at the ceremony included representatives of diplomatic missions, United Nations agencies, the European Union, international organisations and local civil society organisations. 

Separately, at the UN Commission on the Status of Women held from 5 to 17 March 2023 in New York, USA, PRI’s Regional Director for Sub-Saharan Africa, Doreen Kyazze, joined the discussion panel at a side event on "Feminist Approaches to Justice" to address the reintegration of women in the justice system in Africa.

Monitoring and protecting children's rights in justice systems in Kazakhstan

PRI successfully concluded the project "Strengthening the capacity of specialists on children's access to justice and monitoring the situation of children's rights in closed institutions" implemented in Kazakhstan from August 2022 to February 2023, with the support of the UNICEF Kazakhstan office, the UN High Commissioner for Human Rights, and the UN Commissioner for Children’s Rights.

Key activities included developing evidenced-based and operational recommendations for national authorities; capacity building of criminal justice actors and monitoring bodies through trainings and elaborating a training manual for further use; and providing legal assistance to more than 100 children in contact with the justice system and their parents or legal representatives. 

New resources: Short guides to the Nelson Mandela Rules and the Bangkok Rules now available in Armenian 

PRI’s Short Guide to the Nelson Mandela Rules and Short Guide to the Bangkok Rules are now available in Armenian. The translations were produced as part of the Assistance in Implementing the Strategy of the Penal System in the Republic of Armenia (AISPIRA) project – an initiative of the Netherlands Helsinki Committee together with Civil Society Institute and PRI, in close cooperation with the Armenian Ministry of Justice, which aims to create the essential conditions to modernise prison and probation in a consistent, realistic and sustainable way to reduce recidivism and make societies safer.

Event recording: Health and HIV in prisons

On 17 March 2023, PRI organised a hybrid side event in Vienna and online at the 66th Session of the UN Commission on Narcotic Drugs, with the support of Belgium, Brazil, Czechia, Mexico, Sweden, the UNODC HIV/AIDS Section and the International Drug Policy Consortium. At the event, partners from the Informal CSO Group on Health in Prison shared their strategies, successes and challenges for improved health and harm reduction services in prisons in the Philippines, South Africa, and regional perspectives from Eastern Europe and Central Asia. The recording of the event is now available.

PRI at the UNODC Regional Consultation on Health in Detention 

From 1 – 3 March 2023, the United Nations Office on Drugs and Crime (UNODC) held a Regional Consultation on Health in Detention in Bangkok, Thailand, bringing together over 80 experts from 10 countries in South and South East Asia.

At the event, PRI’s Regional Director for Middle East and North Africa, Taghreed Jaber, provided practical examples of gender-responsive health interventions, including sexual and reproductive health services, addressing gender-based violence, and hormone replacement therapy for transgender persons in prison. In addition, PRI contributed with practical expertise on strategies to prevent recidivism and improve reintegration of persons deprived of liberty through social and health services. 

New vacancy: Research consultant on children's rights and criminal justice 

PRI is seeking a consultant with expertise on children's rights and child-friendly criminal justice to support PRI's work in Europe through research on current data collection and monitoring practices on violence against children in prison.
