Preventing violent extremism in prisons  

With an increasing focus on preventing and countering violent extremism and radicalization leading to terrorism (VERLT) in the prison context, states often adopt measures that can have profound impacts on an individual’s human rights. Scrutiny by independent monitors is, therefore, pivotal in ensuring that all such measures are based on the rule of law and respect for human rights and fundamental freedoms.

On 15 July, PRI and the OSCE Office for Democratic Institutions and Human Rights (ODIHR) launched a new guide ‘Protecting Human Rights in Prisons while Preventing Radicalization Leading to Terrorism or Violence: A Guide for Detention Monitors’ which underlines the importance of independent detention monitoring and looks in detail at a number of specific human rights risk areas in preventing and combatting VERLT in a prison context. International Forum on Strengthening the Penitentiary System of Kazakhstan

At an International Online Forum this month, representatives of the Ministry of Internal Affairs of the Republic of Kazakhstan, human rights defenders, lawyers, and international experts discussed the existing system and future reforms of the execution of sentences. The forum was chaired by the Minister of Internal Affairs, who highlighted that the Forum held in 2019 jointly with PRI laid the foundation for such a broad dialogue. Among other reforms, he announced that from 2023, healthcare of people in places of detention will entirely fall under the responsibility of the Ministry of Health.

The past year has seen rapid advances in the use of technological solutions in prisons globally. In the first of our new blog series expanding on trends identified in Global Prison Trends 2021, Pia Puolakka, Project Manager of Finland’s Smart Prison Project, details the process and benefits of digitalisation of prisons and in-cell technology, and how any risks to human rights can be managed.

Ceremony awards participants of vocational training in CAR

As implementing partner of MINUSCA, PRI organised a vocational training for people detained in three Central African prisons. Last week, a ceremony was held to mark the end of the programme where participants were awarded certificates and their work was exhibited for sale, with the proceeds used to fund continuity of the programme and as savings for the participants to start their own business upon release from prison. Chaired by the Director of Cabinet of the Minister of State in charge of Justice, Human Rights and Good Governance, the ceremony was attended by national and international actors involved in the prison reform process and relatives of those who completed the programme.

The role of the UN human rights system in drug policies: The case of arbitrary detention

In the sidelines of the 47th session of the Human Rights Council, Elina Steinerte from the UN Working Group on Arbitrary Detention presented their new study on arbitrary detention and drug policies, and speakers discussed its implementation and how to strengthen the role of the UN human rights system in drug policies.
