Non-custodial sanctions and measures in the member states of the European Union: A comparative study
|
|
|
Examining the use and implementation of non-custodial sanctions and measures across 22 European Union member states, this comparative study supports a deeper understanding of the current challenges and opportunities in advancing real and effective alternatives to imprisonment, including for populations often disproportionately represented in prisons, and reducing overreliance on prisons.
Based on national reports and input from experts from the included Member States, this study was published by the University of Coimbra (UC) as part of the project Promoting non-discriminatory alternatives to imprisonment across Europe, implemented through our Europe programme in partnership with UC and the Hungarian Helsinki Committee, with funding from the European Union’s Justice programme.

CCPCJ's Thematic Discussions on the Kyoto Declaration

From 5 to 7 December 2022, experts from Member States, UN Agencies, and NGOs gathered for the Thematic Discussions of the Commission on Crime Prevention and Criminal Justice on the implementation of the Kyoto Declaration to advance crime prevention, criminal justice systems and the rule of law. PRI's Executive Director, Olivia Rope, highlighted the urgent need to support prisons in crisis situations, from COVID-19 to conflict settings and the impact of climate change, referring, among other resources, to PRI’s guidance on " Natural hazards and prisons: Protecting human rights in disaster prevention, response and recovery".

Towards LGBTI+ sensitive justice systems for children in Europe
|
|
This Challenge Paper, developed by the Child Friendly Justice European Network and the Global Initiative on Justice with Children, of which PRI is a member, aims to raise awareness of the many ways discrimination can manifest against a child involved in a justice proceeding who self-identifies or is perceived as gay, lesbian, bisexual, transgender, intersex or non-binary.
The paper examines the challenges that LGBTI+ children in Europe face in accessing justice and proposed concrete solutions and a call for action to guarantee the rights of all children that come into contact with the justice system.

Webinar discussions for Criminal Justice Reform

In this webinar hosted by EuroPris, in collaboration with Justice Reform Initiative and PRI, experts discussed the use of incarceration as a measure to solve problems often caused by social inequalities, including limited access to welfare services such as education and drug treatment. Tríona Lenihan, PRI's Policy and International Advocacy Manager, shared the potential of concrete strategies for social mobilisation, law reforms and multilateral actions to address some of the key drivers behind the record high of 11.5 million people imprisoned globally, such as punitive drug policies and discriminatory laws that affect people who live in poverty or are marginalised. Manual for practitioners on non-discrimination in non-custodial sanctions and measures.
|
|
This Manual was developed to assist criminal justice practitioners to ensure that community-based measures are used effectively and do not discriminate against minority or marginalised groups. As part of PRI’s project promoting non-discriminatory alternatives to imprisonment across Europe, the manual highlights key international standards and practical challenges in delivering criminal sanctions and measures to individuals with mental health illness or minority background, and identifies actions that can be taken by practitioners across the justice chain to support non-discrimination.

Event invitation: Pre-Trial Detention – Last resort or default decision?

On 14 February 2023, this webinar will consider the use of pre-trial detention, its impact on prison overcrowding and often disproportionate application for individuals from marginalised groups. Participants will hear about the newly adopted EU Commission recommendation on persons subject to pre-trial detention, with a panel discussion and opportunity for audience participation. The event is organised by EuroPris and Penal Reform International, and hosted by the French prison administration.

Training for Correctional Services staff in Rwanda

PRI’s Regional Director for Sub-Saharan Africa, Doreen Kyazze, in partnership with the Advocates for International Development’s ROLE UK programme and Rwanda Bridges to Justice, delivered a training session on “Promoting Professional Prison Practice” to 30 Correctional Services staff in Rwanda. The training aimed to equip staff with the knowledge and skills to promote and safeguard the rights of people in prison and enhanced professionalism towards improved practices and conditions of detention.

The Cape Declaration on Decriminalising Poverty and Status
|
|
The Cape Declaration on Decriminalising Poverty and Status, was drafted and approved by the participants of the Campaign to Decriminalise Poverty and Status. It calls attention and requests urgent action to challenge the increasing use of laws that unfairly targets the poor and marginalised groups in society based on their status (social, economic or political) and/or their activism.
Among other recommendations, the Declaration calls for the convening of an intergovernmental meeting of experts and other stakeholders, to study ways of addressing the global crisis of criminalisation of poverty, status, and activism, including the possibility of proposing a declaration of basic principles and guidelines. As a member of the campaign, PRI is working with partners to push this agenda forward.
