Capacity building for correctional staff in the Philippines

In January-February 2023, PRI delivered a 3-week series of trainings in partnership with UNODC in the Philippines on the UN Nelson Mandela Rules and Bangkok Rules, reaching 150 frontline jail and prison officers from Luzon, Visayas and Davao regions in the Philippines, in collaboration with the Bureau of Jail Management and Penology (BJMP) and the Bureau of Corrections (BuCor). The curriculum, built from local needs, focused, among other areas, on pretrial detention, overcrowding, health, deaths in prison, contact with the outside world and the role of prison staff in rehabilitation and reintegration.

Training for prison officers in Soroti, Uganda
PRI’s Regional Programme for Sub-Saharan Africa and partners delivered a four-day specialised training to prison officers in Soroti, Uganda, on international standards and effective strategies for rehabilitation and reintegration, including practical skills to better understand mental health challenges experienced by women deprived of liberty. The training was funded by the Dutch Embassy in Uganda, and delivered in collaboration with the Uganda Prison Service.  

New blog: The role of probation in mental health support 

The prevalence of mental health conditions among individuals in contact with criminal justice systems is disproportionately high, when compared to the general population. Reductions in community mental health services, coupled with limited capacities within prison and probation services make the provision of mental health support to individuals under supervision a major challenge. New PRI project tackles violence against children in detention in Europe

PRI's Europe programme is launching a new project next month, aimed at improving how of violence against children in detention is monitored and addressed across the EU. The initiative, named Data for Monitoring the Safety of Imprisoned Children – Data MOSAICis funded by the European Commission’s Citizens, Equality, Rights and Values (CERV) programme. It will be implemented in collaboration with Terre des Hommes / Tierra de Hombres, the Social Activities and Practice Institute (SAPI), and Universidade NOVA de Lisboa, with the support of child justice authorities in Bulgaria, Ireland, and Romania.

PRI hosts first meeting as Secretariat of Informal CSO Group on Health in Prison

In 2022, PRI was appointed as Secretariat of the Informal CSO Group on Health in Prison, supported by UNODC, which comprises 39 organisations working globally. The group aims to raise awareness among key international and national actors on health issues in prisons, facilitate sharing of information, co-learning and capacity-building, and provide a coordinated contribution to UN mechanisms, including UNODC's work on health in prison.

At an online meeting of the Group this month, members discussed high priority countries for HIV in prison and opportunities for joint advocacy and coordinated activities, such as the UN Commission on Crime Prevention and Criminal Justice and Commission on Narcotic Drugs.

Invitation: UN Commission on Narcotic Drugs side event on health and HIV in prisons

PRI is organising a side event, supported by Belgium, Brazil, Czechia, Mexico, Sweden, UNODC HIV/AIDS Section and the International Drug Policy Consortium, at the 66th Session of the UN Commission on Narcotic Drugs (CND). The event will consider some of the key challenges that prison systems are facing and explore strategies for improved prevention. The event will take place on Friday 17 March 2023 in Vienna and online via Zoom. Participants joining online do not need to be registered to attend the CND.

Recording out now: Webinar on Pre-Trial Detention

On 14 February 2023, PRI and EuroPris held a webinar, hosted by the French prison administration, to discuss the use of pretrial detention, including the newly adopted EU Commission recommendation on pretrial detention as last resort. Discussions explored ways to measure the efficiency of pretrial detention, emphasising the need to align practices with international standards and avoid the use of pretrial detention as a preventive measure. The recording of the event and presentations are now available in English and French.
