Supporting efforts to combat torture and ill-treatment of suspects and prisoners in Uganda

This month, Penal Reform International (PRI) signed a Partnership Agreement with the Democratic Governance Facility for a programme in Uganda to support efforts to combat torture and ill-treatment of suspects and prisoners in Uganda. As part of the project, PRI will work with state and non-state actors to address torture in Uganda through piloting the use of investigative interviewing, implementing safeguards to prevent and detect torture in prisons, strengthening independent oversight of detention facilities by providing monitoring bodies and providing technical support in developing and updating monitoring tools. PRI will support advocacy efforts for the implementation of the Prevention and Prohibition of Torture Act (PPTA) and international standards, and raise awareness of the human rights situation.

News: PRI conducts training on Risks and Needs Assessment of prisoners

This month, in light of new criminal legislation, PRI’s office in Central Asia conducted a training on Risks and Needs Assessment of Prisoners in Kyrgyzstan to assist prison staff and monitoring bodies to prepare personal programs for each prisoner based on their needs. The training was attended by representatives of GSIN Prison System, The Kyrgyz Institute of Ombudsman, and the National Centre for the Prevention of Torture. This training was organised in collaboration with the British Embassy in Kyrgyzstan.

External report: Death penalty in India 

The report entitled 'Death Penalty in India: Annual Statistics Report 2018' highlights that in 2018, 162 death penalties were imposed by trial courts in India; the highest figure of two decades. The year 2018 saw the legislative expansion of the death penalty, introducing it as a possible punishment for rape of girls below 12 years of age and for crimes involving maritime piracy or piracy at sea, according to the report.

The European Survey on Prison Oversight Bodies (ESPO) is the first cross-national survey on prison oversight bodies. Its main objective is to gather information on the structures for dealing with the inspection of prisons across the European Union. The survey is directed by Dr Mary Rogan and Dr Eva Aizpurua, at Trinity College Dublin, Ireland, as part of thePrisons: the rule of law, accountability and rights’ Project, funded by the European Research Council.

News: PRI's office in MENA participates in workshops in Algeria

PRI’s office in the Middle-East and North Africa recently participated in a three-day workshop in Algeria with 35 participants from different backgrounds and specialisations such as mental health, civil societies, and the Federation of Parents Committee. The aim of the workshops was to find creative ways to support the role of the Child Commissioner in Algeria. PRI’s Regional Director Taghreed Jaber met with partners to discuss PRI’s work programmes on Justice for Children.

External report: Prison mental health in Northern Ireland 

In a recent report entitled Prison mental health in Northern Ireland, The Royal College of Psychiatrists found that prison mental health care presents the single most significant challenge to the delivery of forensic mental health care in Northern Ireland (NI). The report sets out the issues that need to be addressed and potential solutions to support progress, with central concerns of the report surrounding the model of healthcare in NI’s prison system.
