Bad news: "Spring break" is over. You're back in the (virtual?) office, and lawmakers are back in the State Capitol. This week, committee work will resume with House bills receiving Senate hearings and Senate bills receiving House hearings ... if they're lucky. Budget discussions are ongoing, and the ground-floor Health Nut Cafe has a solid cheeseburger. We'll let you know if anything changes on either of those fronts.

Below, please find a few other things worth knowing as March hopefully goes out like a sweet little lamb. 🙏

If you have ...

1 minute:
Governance by committee

Today starts the second half of the 2021 Oklahoma legislative session, with Senate bills being considered by House committees and vice versa. It's worth remembering that one of the main ways that bills can die is by not receiving a committee hearing at this stage in the process. Policy bills have until April 8 — meaning the next two weeks — to receive committee approval.

That means committee agendas will be important to monitor. House committee agendas can be found here, and Senate agendas can be found here. Of particular note so far is that, as of Sunday afternoon, all House committee meetings listed have been cancelled for the week.

'Solutions' sought on high utility bills

While legislative bills may sound bad, let's talk utility bills. With commercial and residential customers bracing for outrageous natural gas and electricity statements owing to February's historic winter storm, state leaders have reportedly been having discussions over how to provide relief and prevent such a situation in the future.

Sen. James Leewright (R-Bristow) and Sen. Zack Taylor (R-Seminole) told media last week that they have met privately with Attorney General Mike Hunter, Gov. Kevin Stitt and House leaders for more than 18 hours over 11 different meetings.

"The main focus of it is for us to get our hands (...) around and understand exactly what happened and to mitigate the cost to the ratepayers and then for this group to provide some guidance on any policy to mitigate and hopefully keep this from happening again," Leewright said. "We are working very diligently on several solutions. They're all coming together right now. Hopefully by early next week we will have more to present. But yes, we are coming up with some solutions. We've just got to decide is that the right path to go and are these solutions we are going to try to use."

Leewright said that, at some point, the group will begin a public phase of its work "where we will call in different groups to publicly ask questions."

With rumors swirling that important community entities are already receiving exorbitant bills in the mail, those meetings from state leaders will be of interest to many people.

Bills, bills, bills

A new entrance to the Oklahoma State Capitol also serves as an exit when the Legislature's actions prove to be too stressful. (Mike Duncan)

Yes, we realize we encouraged you to read this post last week. Fortunately, it's even more relevant today as the Legislature resumes committee work.

This article highlights more than 35 bills that have made it halfway through the legislative process so far. While the list is far from comprehensive, the measures featured are worth watching. Enjoy!

Pot probs podcast

Episode 8 of Live From the News Dungeon focuses on marijuana.

If you could have guessed 10 years ago, or even five years ago, that in 2021 Oklahoma would have the biggest medical marijuana program in the country, you probably need to get into sports betting as soon as possible.

In the latest episode of Live from the News Dungeon, our normal podcast team is joined by Matt Patterson, NonDoc reporter and resident expert on the medical marijuana beat, to talk all things weed. The episode features a seven-minute discussion with Rep. Scott Fetgatter (R-Okmulgee) who explains his key bills this session and how he went from ACDC karaoke enthusiast to the Legislature's leading voice on marijuana.
