France's Green Budget: What's Next?
For the first time, France's 2021 budget bill is accompanied by a "green budget", i.e. an assessment of projected expenditure in terms of its environmental impact. This is an important step forward for the transparency of public action, according to Marion Fetet and Sébastien Postic of I4CE, who, in this post, also suggest improvements in the scope of the budget analyzed or in the classification of certain expenditures. And call for making the green budget a real tool for budget greening.
“Green budgeting”: paths to creating real added value
Over the past 15 years, many countries around the world have been working on the environmental assessment of their budgets. Sebastien Postic of I4CE, Oskar Lecuyer of AFD and Jennifer Doherty-Bigara of the IDB look back at these "green budget" exercises, their objectives, and try to identify the conditions for them to make concrete progress in taking the environment into account in drawing up public budgets.
