Welcome to our New Committee Members

RCV welcomed four new members to our Committee in September.
  • Mr Anthony Judd, CEO of Buloke Shire Council
  • Mr Darren Fuzzard, CEO of Mount Alexander Shire Council
  • Cr Marianne Pelz, Councillor for East Gippsland Shire Council
  • Mr Evan King, CEO of Hepburn Shire Council
The RCV Committee is made up of an elected official and a CEO for each of the six MAV rural regions. The Committee oversees our ongoing program of work, and provides information to and from member councils in their region.

The new appointments follow a number of changes in personnel in our member councils. 

We're pleased to welcome these new Committee members to our ranks, and we look forward to delegates from all member Council having an opportunity to discuss projects and key issues with them at our upcoming Forum.

As always, any feedback on the programs delivered by RCV should can be provided by the Committee member representatives in your region. The Committee are always willing to hear feedback on work delivered, or hear from you on how you've used the insights from this research in your own council.
New Research Published

A number of significant pieces of research have recently been finalised by RCV and are now available for the use of member councils.

These reports are useful resources for member councils to use in understanding or articulating key issues, preparing funding submissions, advocating to other agencies or conducting their own policy and strategic planning work.


Report: Economic Impact Assessment of the Creation and Retention of Rural Jobs

RCV commissioned Crowe Horwath to conduct an economic impact assessment to quantify the relative value of jobs created or retained in rural towns.
The report confirms what many of our member councils have experienced anecdotally; that the impact of any single job is magnified in a small rural community, and that the smaller the town the larger the impact. Consequently, the report also articulates the significant cost of each and every single job that is lost in a rural setting.
This report should support member councils to articulate the economic benefit of investment in jobs in rural locations, strengthening the case for funding support based on maximum return on investment.

Rural Promotion Program

RCV commissioned Twig Marketing to deliver a program designed to optimise the efforts of member councils attempting to promote their respective areas to potential residents, partners and/or investors.
This program included the analysis of key target markets previously determined in early RCV reports, and the development of key messages, resources and collateral to support targeted campaign activity. This project also maps key events and opportunities from promotion, to best support RCV member councils to plan more collaborative and high impact activities.

Twig Marketing has worked with our member councils to create profiles of destinations, houses, jobs and stories of those who have relocated to the country. These are available at livecountry.com.au

Twig Marketing has also prepared a report on the project for the benefit of member Councils which is available to view on our website. A short summary of the project is also available to view.

 

Report: Services for Rural Liveability

There are a number of essential services required by residents of rural communities.
RCV commissioned Urban Enterprise to undertake research to understand the factors which influence provision of these essential services in rural communities.
The resulting report quantifies which services are considered most important to residents in terms of liveability, and provides direction and examples of alternate models of service provision to ensure access to these services can be maintained.

Submissions to Federal Government Inquiries: Regional Migration / New Skilled Migrant Visas

RCV has recently contributed submissions to two Federal Government Inquiries linked to population attraction and workforce development in regional and rural areas.

This work is a part of our ongoing advocacy program which sees RCV participating in policy discussions with a number of federal and state government agencies, particularly related to decisions impacting rural communities.

Insights and advice contained in these submissions is the result of a number of earlier pieces of research conducted by RCV which are also available to view on our website.
Community Infrastructure Loans Scheme

The recently launched $100 million Community Infrastructure Loans Scheme (CILS) is recognition of the need for continued investment in community infrastructure across Victoria.

CILS will support the delivery of community infrastructure by providing Victorian councils with access to low-interest subsidised loans of between $500,000 and $10 million per project.

The CILS have been forwarded to all Councils during the week commencing 23rd September 2019.

Information sessions will be held in Melbourne, Ballarat and Shepparton and will provide council staff with an opportunity to learn about the scheme in detail. Registrations can be made here.

Members of the program team provided a briefing to the RCV Committee in September and encouraged member councils from across the state to consider participating in the program.
Invitation: Workshop on regional disadvantage

Infrastructure Victoria invites you to attend an upcoming workshop to discuss infrastructure barriers and opportunities in regional Victoria. This work will inform the state’s updated 30-year infrastructure strategy.

Parts of Victoria are experiencing clear and persistent disadvantage, and structural economic and demographic changes are exacerbating these challenges.

Infrastructure Victoria will host a workshop on Tuesday 29 October for local and state government representatives to discuss the infrastructure issues that prevent people from accessing services and economic opportunities, as well as suggest potential solutions.

Mayors, Councillors and CEOs Forum
Wednesday 16 October 2019

We are looking forward to once again hosting our elected representatives and CEOs this October for our bi-annual Forum and Annual General Meeting.Timed to coincide with the MAV State Conference, the event will be held at the State Library of Victoria and will feature a program of public sector leaders, policy experts and thinkers exploring the biggest issues impacting rural communities.

DETAILS
Where: Isabella Fraser Room at the State Library of Victoria (enter via LaTrobe Street)
Time: Delegates are welcome to arrive from 9.00am. The Annual General Meeting will commence at 9.30am. The Forum will commence at 10.00am and run until 3.30pm. 

COUNCIL ANNUAL GENERAL MEETING DELEGATES
Each member Council is required to register their delegate for the Annual General Meeting. This can be done by emailing secretariat@ruralcouncilsvictoria.org.au by COB Wednesday 2 October.
