THIS WEEK'S SILK ROAD HEADLINES

Among the news items and analyses from this week, what stands out is a geopolitical analysis report investigating the implications for Europe of China becoming a fully-fledged global security actor [China’s emergence as a global security actor: strategies for Europe]. The report is produced by MERICS, a major German think tank with an exclusive focus on China. The authors argue that security interactions between Europe and China are no longer limited to the East Asian security theatre. Europe has to deal with China as a full-spectrum global security more directly and much closer to home than before. Such direct security interactions have repercussions for European economic, political, and security interests.
 
The report creates a near-future profile for China as a global security actor, comprising of four roles: China as ‘diplomat’, ‘soldier’, ‘trader’, and finally China as ‘shaper’ of global security norms. The ‘Belt and Road Initiative’ is part of the ‘trader’ concept; BRI / OBOR serves China’s goal to capitalize on its growing economic prowess in strategic and security matters. After expanding upon the concepts, the authors recommend that European decision-makers take China more seriously into account in matters dealing with national, European, and transatlantic security policy-making and planning. For Europe, China can be a partner, competitor or adversary in future scenarios. It won’t always be clear which role China will have. Policy responses should be ready, the authors contend, for scenarios that impact Europe significantly.
