The League has been advocating for better safety tests that recognize bicyclists and pedestrians in the AV START Act, a bill which would set a regulatory framework for automated vehicles.

For months, we had been fighting for a vision test for cars: a test that would prove automated vehicles could both detect and respond to bicyclists, pedestrians, people in wheelchairs and others.

We asked for your help and you joined 15,000 other advocates to answer the call!

This week, the authors of the AV START Act released revised language which took an important step forward on this bill.

The new language does not include a national standard vision test, but it does include an important improvement over the language we were fighting. Manufacturers of automated cars will have to certify that they tested and validated that their vehicles can detect, identify and respond to all road users, including bicyclists and pedestrians.

Because of the new language and other changes in the bill, manufacturers take on more liability around any potential crashes.

The League is not convinced the AV START Act is as strong as we would like, and we will continue to push for better safeguards and testing around automated vehicles. However, we believe these language changes represent an important step forward, and gives us a hook to work with manufacturers, the National Highway Traffic Safety Administration (NHTSA) and other stakeholders to improve safety on our streets for bicyclists and all road users!
