Trends

Throughout October, the monitoring has revealed the following trends:

  • Xenophobic messages were mainly voiced against Arab, Iranian and Turkish migrants, while the attitude of the same actors towards Russian migrants was relatively loyal. 

  • Turkophobic messages were related to the Russia-Ukraine war, where Russia’s failure in the region was portrayed to equal the strengthening of Turkey’s influence in the region, posing a threat emanating from the Muslim environment. In parallel with Turkey being portrayed as an enemy, the shared religious identity with Russia was emphasized. 

  • Homophobic statements were mainly related to the Parliament hearings of the new Public Defender candidates and the topic of awarding the title of an honorary citizen of Tbilisi to a famous Georgian designer.   

  • Anti-Western messages, on the one hand, conveyed the idea that the West fights against Orthodoxy, imposing homosexuality on Georgia, and, on the other, positively portrayed Russia as the country that fights against homosexuality. In selected cases, the loss of territories by Georgia, Armenia and Ukraine was linked to their pro-Western foreign policy orientation and LGBT rights.   

  • Gender-related discriminatory statements were made against Elene Khoshtaria, the leader of the opposition Droa party, as well as Ana Abashidze, a Public Defender candidate. The statements were mainly limited to appearance- and gender stereotype-based rebukes.

Homophobia

In October, homophobic statements were mainly related to two issues: 

  1. Considering the candidates for the new Public Defender in the Parliament. 

  2. Awarding the title of an honorary citizen of Tbilisi by Tbilisi Mayor Kakha Kaladze to Georgian designer Demna Gvasalia during Tbilisoba, the annual celebration of the capital city. 

Various sources claimed that the Public Defender’s Office protects only the rights of the LGBT+ community and neglects the rights of other citizens. At the same time, the identity of the famous Georgian designer was cited as the reason behind the controversy over awarding the title of an honorary citizen of Tbilisi to him.

⚪ The Public Defender’s Office protects the only rights of the LGBT+ community

Jondi Bagaturia, Georgian Troupe: “There is one such stereotype in the political establishment of Georgia that the Public Defender should definitely be a protector of the rights of the LGBT community! This is how they imagine it; the situation looked the same even before [Nino] Lomjaria… One should protect the rights of everyone, including LGBT people if someone insults them or their lives are threatened, but such distortion of the functions and competencies of this very important institution shows that there is a clear intellectual mistake, on the one hand, and, though it may seem strange, lack of sovereignty, on the other!” 

Zurab Makharadze, Conservative Movement: “Let us create an ideal Public Defender… I will formulate precisely – a biological woman belonging to an ethnic minority, who identifies as a man, has worked for the Soros Foundation, and suffers from excess weight…”

Davit Tarkhan-Mouravi, Alliance of Patriots: “Absolute majority of those people who want to become the new Public Defender will be the defender of only homosexuals, lesbians and other LGBT people… I think the Law on the Public Defender needs to be revised more deeply and seriously… for the Public Defender to understand that his/her rights and tasks do not include the protection of LGBT rights only and that, generally, this is not the Public Defender’s priority.” 

Aleksandre Palavandishvili, Society for the Protection of Children’s Rights: “The Public Defender should defend the rights of people, and we see that not only they do not defend people’s rights, but they are the enemies of the people… They have turned the depravation of children into the key right of perverts. The entire country with the Public Defender in the forefront should work – and this is the wish of the West – to legalize and enforce the so-called anti-discrimination law in Georgia; that means giving perverts carte blanche to deprave our children with the Public Defender advocating it.”

Gia Kacharava, film director: “[Mikheil Saakashvili] founded a liberast party which goes against Georgian traditions. You all see the mess around the election of the new Public Defender – most points were received by the candidates who are primarily interested in the protection of sexual minorities!”  

⚪ Awarding the title of an honorary citizen of Tbilisi to a member of the LGBT community is unacceptable
Dimitri Lortkipanidze, the Primakov Georgian-Russian Public Center: “Tbilisi is the city of Hundred Thousand Martyrs and awarding this honorary title to a person with such reputation will not be tolerated by the public… we should always be prepared for perils [teen’s death after being electrocuted in a fountain in Vake Park].”

Nikoloz Mzhavanadze, Union of Human Rights Defenders: “It is the same as spitting at each Tbilisite. The Tbilisi City Hall treated a gay and Natsi [supporter of the National Movement] Gvasalia as equal to the people devoted to their country… Tbilisi is the city, where Demna Gvasalia is an honorary citizen and where there is not a single bust of Vasil Mzhavanadze.”

Malkhaz Topuria, Alliance of Patriots: “They forced Kakha Kaladze to make such a decision about this honorary citizen of Tbilisi that he tore apart his rating, his conservative and brave personality… Of course, he was forced. He had no desire to award the title of an honorary citizen of Tbilisi to a married man [Demna Gvasalia] supporting pro-Saakashvili torturers. He could have awarded the title of an honorary tailor…” 

Elizbar Javelidze, People’s Assembly: “Personally, I did not like when the Tbilisi Mayor awarded the title of an honorary citizen to designer [Demna] Gvasalia, who is an official homosexual.” (Asaval-Dasavali)

Xenophobia

Xenophobic messages mainly involved anti-migrant sentiments targeting Arabs, Iranians and Turks. On the one hand, pro-Kremlin actors highlighted the process of migration and purchase of lands by representatives of specific countries in the context of a demographic threat. On the other, they labelled the criticism voiced by the opposition and media regarding the entry of Russian citizens to Georgia as groundless.

⚪Unlike the migrants entering from other countries, Russian citizens arriving in Georgia do not pose a demographic threat

Nikoloz Mzhavanadze, Host: “When these people settle down here, let anybody dare and say, ‘let’s move away from here.’ The Arab government will come out immediately and put you in real trouble. Then the Iranian government will come out and say that these are your citizens and let nobody dare to oppress our ethnic population. Turkey will come out next and say ‘who gave you the right to punish the Turks’ and these bastards are persecuting Russians, Russian tourists; this Khazaradze, this nonentity… Have you seen the lands bought by Russians or the houses bought by Russians? I mean the lands. We are looking for them and cannot find anything… No matter whether it is a Singaporean, or a French; we are not targeting only the Arabs… Some wealthy persons who prefer to stay silent, I wonder where will they take their money and will they stay with Arabs?!” 

Vazha Otarashvili, Alliance of Patriots: “These Natsi TV channels came out about the fact of selling Georgian lands to Arabs and say, do you know what? Russians are buying land to build residential houses for Russian tourists!.. You’d better look into the registry, you fools, to see that the citizens of Egypt are 100% shareholders! When you write such things… my heart aches when I see that non-Georgians are buying these lands and non-Georgians are arriving here, you idiot! And you write some nonsense here!” 

Mikheil Tsagareli, Astrologist: “Does [the government] know about the fact that a lot of lands were handed over to Arabs and that they are building a village in the Kaspi district?! When the opposition politicians are madly shouting that a huge number of Russians are entering, cannot they see that Iranians, Turks and Arabs are already sitting on our heads and do not intend to leave?
⚪ Selling lands to migrants and their resettlement in Georgia poses a demographic threat
Vazha Otarashvili, Alliance of Patriots: “’Arabization’ is underway in Georgia… and how shameful it is for us, for today’s Georgia that after 13 centuries, we still have to fight with Arabs for defending out lands.” 

Shalva Natelashvili, Labor Party: “Now, beginning with Bazaleti, Iranian and Arab villages are being built everywhere. And nobody is interested in it. So, demographic expansion is underway from all directions – the North, the South, and the East.” 

Nikoloz Mzhavanadze, Host at Sezoni TV: “Very soon, Georgia will no longer belong to Georgians. Several Azerbaijanis were resettled to Kakheti to herd cattle… the village of Kabali, which is now the largest Azerbaijani-populated village, and the fate of elections in Kakheti is largely determined due to active efforts of the Kabali population … A person who is of Indian descent has become the British Prime Minister… and very soon, an Arab will become Georgian Prime Minister. If an Arabic village is created in Tabakhmela, Bazaleti, Kakheti, Shida Kartli and each person has 10 and 20 wives… Georgians are running away and these people are arriving; so, the demographic situation will change and they will make up the majority… I respect all nations, but do you know what? The lands must not be sold.”

Turkophobia

One part of Turkophobic statements sought to amplify the narrative that Russia’s defeat in the war against Ukraine and weakening of its positions in the region poses a threat due to Turkey’s expansionist policy and Muslim environment. The other part highlighted Turkey’s expansionist goals and, in that context, focused on the factor of common religion with Russia.

⚪ Russia’s defeat/disintegration in the war against Ukraine will intensify the threat to Georgia coming from Turkey

Vazha Otarashvili, the Alliance of Patriots of Georgia: “What territorial claims does Turkey have to Russia? Those territories are Crimea and Georgia – Adjara, Guria and Samtskhe-Javakheti. The closest and strategically most convenient for them is Adjara. Turkey has, in fact, occupied Adjara – economic expansion is conspicuous. Just take a walk in the streets of Batumi, and you will see it yourself; but instead, we are concerned about Russian tourists while Turkey has actually taken over Batumi. The fall of Russia will embolden historical enemies of Georgia – Iran and Turkey.” 

Spiridon Tskipurishvili, Cleric: “If Turkey sees the decline of Russian influences in Georgia, it will occupy Batumi with its troops within a day, not only with Turkish population but with the army - the Turkish army, much like it did in 1921. Turkey was defeated in the First World War and nevertheless, seeing Russia already disintegrated, deployed its troops in Batumi.”

Nikoloz Mzhavanadze, Host at Sezoni TV: “When talks began that if Russia were to restore our territorial integrity, we would allow their [military] bases… I wish there were [military bases] in Adjara now to stop Turkish Islamization.”

Davit Tarkhan-Mouravi, Alliance of Patriots: “…When Turkey is involved as a mediator to solve Russian-Ukrainian issues, you should understand that Turkey has its own interests and when it talks with Russia and Ukraine, it also talks with Russia about its interests in Georgia. It talks about its interests in Adjara, Guria and Samtskhe-Javakheti. Of course, Turkey raises these issues, but not publicly, and hopes to act in the Russian-Ukrainian conflict in a way that will make Russia thankful and instead, Turkey will strengthen its positions here, receive certain concessions from Russia in the Caucasus region, including Georgia. It will do us no good.”
⚪ Turkey is trying to expand into Georgia

Ilia Chachibaia, Host at Obieqtivi TV: “There are a number of establishments in Batumi, where nobody speaks in Georgian, including casinos, no Georgian dishes are made, but they have Turkish dishes and even the menus are in Turkish… The majority of casinos, 99% have only Turkish dishes, only Turkish language is used and they are mainly designed for the Turks… What is most important, I was informed from Batumi that concerts are held in these casinos, where no Georgian songs are performed, only Turkish and Arabic songs, and I do not like that either.”

⚪ Turkey is an enemy; at least, we have a common religion with Russia

Soso Shatberashvili, Leftist Alliance: “Those who claim that Turkey is our strategic partner would better clarify what Turkey’s strategic partnership with Georgia means… Turkey still keeps its eye on Adjara and not only; it also keeps its eye on Akhaltsikhe and Guria… Turkey’s top officials have said it inadvertently on multiple occasions… Turks have never done us any good. Although we did not feel good under Russian bayonets, but we have one very strong factor – it is our common church.”

Gender

The monitoring has revealed several cases of appearance-related rebukes against Elene Khoshtaria, the leader of Droa party, which has been long promoted by various actors in the context of mixing gender roles. Ana Abashidze, candidate for the new Public Defender, was rebuked on the ground of gender stereotypes that was linked to the process of considering her candidacy in the Parliament. At the same time, the latter was portrayed as the enemy of the people and everything national.

Shota Martinenko, Conservative Movement
: “[Elene] Khoshtaria is - and some have actually written about it - that she was a man and has changed her sex.” 

Gela Zedelashvili, Journalist: “Gogievich [Elene Khoshtaria] only looks like a woman, but internally she is a man. So, it is no surprise that we call her Gogievich instead of Gogievna. Life favored her other names too – Helen, Laka, Shaka, Paka and so on.”


Giorgi Kardava, program host
: “They have deliberately selected Ana Abashidze whose gender is unknown to me, I do not want to insult her… These liberals are so cynical, they are sadists and I will clarify…We have seen million videos featuring her opinions about Georgians; we remember how active she was regarding the Ninotsminda boarding school. She is the enemy of everything Georgian, from Christianity to our culture. She is a common gay activist.” 

Giorgi Kardava, Conservative Movement: “Future star of uncertain gender [Ana Abashidze], public defender of Georgian people – “femicide formalized.”
⚪ Attacks on the ground of moral criteria

Nikoloz Mzhavanadze, host: “One of the most notable haters of Georgians, zonder-feminist, liberal Ana Abashidze appeared before the Parliament today… This Georgian-hater woman appeared before the Parliament with her brilliance and spoke about something that assured us that not only she cannot become the Public Defender, but she cannot even be shown on TV.”

Anti-Western messages

Anti-western messages revolved around the issue of identity and promoted the idea that the West, including the United States, fights against Orthodoxy and imposes homosexuality upon Georgia, whereas propaganda of depravity is banned in Russia by law. In addition, another opinion was promoted according to which the loss of territories by Georgia, Armenia and Ukraine was the result of attempts to pursue Western foreign policy and to improve LGBT rights.

⚪ The West fights against traditional identity/imposes homosexuality on Georgia, while Russia bans homosexuality by law

Nikoloz Mzhavanadze, host: “The United States finances any forms of depravity and these people are just the results of it. Right now, Russia has adopted the law prohibiting LGBT propaganda… If we are the country entrusted to the Mother of God, why should Russia surpass us in the fight against these Sodomists – the country that created Ruisi-Urbnisi, where many people were punished for depravity.”

Shota Martinenko, Conservative Movement: “When we come to power, the entire world will talk about us, because we will be one of the first countries who will tell the West: “Just piss off! We don’t give a damn to your gay-European future!”
 

Vazha Otarashvili, Alliance of Patriots: “Let me clarify – the American people is one thing and the U.S. Administration, especially the Biden Administration, who is a direct enemy of Georgian nation and Georgian state, is another thing; the enemy of Orthodoxy. It fights against Orthodoxy, because their slogan is, the slogan of these globalists is ‘No to religion, no to homeland, no to sex and so on.”

⚪ Pro-Western policies and disruption of national identity cause the war and loss of territories

Irakli Martinenko, Conservative Movement: “Ukraine is a very good example of why the West pays so much for disrupting national identity… no war could have happened if Ukraine had maintained any form of identity. The same attempts are underway in Georgia to hold gay prides and adopt the laws, which are against the family and identity… actually, Christian part has saved Georgia from the war.” 

Nikoloz Mzhavanadze, Host: “In this region, Turkey is a traditional country, where LGBT propaganda failed to gain foothold. Azerbaijan, which is a traditional country and it is clear that the two are Muslim countries and not Christian, but this Sodomy failed to penetrate into these countries and due to this, those nations are committed to their religion and are far away from this depravity and Sodomy. At the same time, they have not started flirting with the West. Our country and Armenia were punished because Sodomy entered here and simultaneously [Armenian PM Nikol] Pashinyan started flirting there. Saakashvili wore us out by repeating NATO and NATO. That is why we lost the territories in this region, Azerbaijan regained its territory, Turkey strengthened its positions and only we suffered a loss.”
