It is time for us to come together and elect our new Chapter Officers for the SF Museum Civil Service Chapter.
Per the SEIU Constitution and Bylaws, the membership will elect an Executive Committee of the following officers: Chapter President, Vice Presidents, Secretary, Treasurer, Chief Stewards and *COPE Coordinator. The term of office shall be two (2) years. All SEIU 1021 Members in “good standing” will have the opportunity to run for and vote on these positions. What is a Chapter?
A Chapter is an organized group of Union members with common interests, represented by one or more bargaining units from an employer or employers. Since SEIU 1021 is a very large Union, representing nearly 60,000 members all over Northern California, we rely on Chapters for organizational purposes. The goal of a Chapter is to establish an official structure within which Union members can effectively enforce the contract, ensure equitable and fair treatment in the workplace, and enhance the quality of public services. The SF Museum Civil Service Chapter provides a platform to creatively address issues specific to the Chapter or will affect the Chapter in the future. The Chapter Board can also function to convey information to the SEIU 1021 Executive Board.

By electing strong and well-organized Chapter Leaders, we can better prepare for contract negotiations, strengthen our political power, advocate for better services, and ensure a democratic, member-driven Union!

Nomination Period
Nomination Period opens June 1, 2023, 9:00am
Nomination Period closes July 7, 2023, 11:50pm
Method of Nominations
Nominations shall be made via email to MuseumCSElection2023@seiu1021.org or hand submission of a paper nomination form to a member of the 3-person Election Committee. All nominations must include: name of nominee, name of nominator, office being nominated for, and date of nomination. Members may nominate themselves for any open position.

Third-party nominations must be acknowledged and accepted by the nominee in writing via email by Wednesday, July 19, 2023, no later than 3 p.m. This is also the deadline to submit candidate statements.
List of verified Eligible Candidates will be made available to the membership on Monday, July 24, 2023.

- In order to run for and serve as a Chapter officer, candidates shall have been members in good standing for at least one (1) year and be employed within a bargaining unit represented by the Chapter.
Details on running for open position(s)
- If an eligible member is nominated for multiple officer positions, they may run for up to 3 offices (not including steward). However, the candidate who receives the highest vote total for multiple officer positions must select only one officer position to serve the 2-year term. If this occurs and a nominee must turn down one or more officer position(s), the nominee who received the next-highest vote count will be elected to that office.
- In the event of a tie, there will be a run-off election between the candidates on a date to be determined by the Election Committee.
- A steward election will occur simultaneously alongside the chapter officer election. Members may run in the officer election and steward election at the same time. A member may serve as both a chapter steward and chapter officer simultaneously. All members currently serving as stewards without being confirmed via prior election will be automatically nominated to run in the steward election. Each individual nominated and determined eligible to run for a steward position will be given a yes-or-no vote by the membership. All steward nominees who receive 50% plus 1 “yes” votes will be elected as a steward.
Eligibility to run for Chapter Steward
- In order to run for and serve as a steward, candidates shall be members in good standing and be employed within a bargaining unit represented by the Chapter.
Campaigning
- Local 1021 chapters/bargaining units are encouraged to provide reasonable and equal access to all candidates for the purpose of addressing the membership. For example, if a candidate is invited to speak at a union meeting, all candidates for the position should be invited to speak at the same meeting. Candidates must campaign on their own time, which may include paid vacation time. Candidates are encouraged to document their campaign time. Candidates must limit their campaigning to the non-work time of the members, for example, breaks or lunches, before or after work. Candidates may not use the Local 1021 logo or letterhead in their campaign materials. No SEIU paraphernalia such as shirts, keychains, or other items should be distributed or used by any candidates or their supporters as an electoral campaign activity from now until the election is completed in August, 2023. (This does not preclude SEIU paraphernalia being worn or used during the normal course of union business so long as no electoral campaign activity is taking place.). Candidate flyers may be no larger than 8 ½” x 11”. Each candidate may submit up to three flyers (one flyer for each museum site) to a member of the Election Committee to be posted on an official union board or election-specific board.
Use of Union/Employer Resources
- The use of union and employer funds and other resources (including cash, facilities, equipment, supplies, online webpages, including chapter pages, email and campaigning on time paid for by the union or employer to support any candidate is prohibited. No candidate or prospective candidate may solicit or accept financial support or any other direct or indirect support of any kind from any non-member of Service Employees International Union, including from any SEIU Local 1021 represented workers that are non-members. Chapter/bargaining unit newsletters, publications and websites cannot feature or provide unusual coverage of candidates during the election period but chapters/bargaining units are encouraged to remind members to vote and publish the election schedule in newsletters.

Method of Voting
The Chapter election will be conducted online, via "Election Buddy". Only members in good standing are eligible to vote. Proxy voting and write-in candidates are prohibited. A plurality of valid ballots cast shall determine the elected candidate(s). In the event of a tie vote, a run-off election shall be conducted.

Voting Schedule
Election Opens: Tuesday, August 1, 2023, at 8:00 a.m.
Election Closes: Friday, August 18, 2023, at 4:59 p.m.
Once the election is open, if needed, members will have the opportunity to update their contact information by contacting the Member Resource Center (MRC) at 1-877-687-1021. Please provide updated information at least 24 hours before the election closes by Thursday, August 17, 2023 no later than 3:00 p.m.

Election Results
Election results will be made available to the membership upon the completion of voting on Tuesday, August 22, 2023.

Challenges
Challenges to or disputes arising from a Chapter election must be submitted to the Chapter Election Committee within three (3) working days of the submission of the committee’s election report to the Chapter Executive Board. Challenges must be submitted in writing and must cite specific violation(s) of the Chapter election rules and procedures, Chapter bylaws, or the Local 1021 Constitution. Challenges to the election will be considered valid only if they cite specific violations of election rules and procedures, Chapter bylaws, or the Local 1021 Constitution and if the alleged violation may have affected the outcome of the election. The Chapter Election Committee shall investigate and resolve challenges within ten (10) working days of receipt of the challenge. The Election Committee may order a re-run of all or part of the election.

Appeals
Challenges or disputes which are denied or cannot be resolved by the Chapter Election Committee may be appealed in writing to the Local 1021 Executive Board within five (5) working days of receipt of the Chapter Election Committee’s decision. The Local 1021 Executive Board shall investigate and respond within fifteen (15) working days of receipt of the challenge. Challenges to the election will be considered valid only if they cite specific violations of the Chapter election rules and procedures, Chapter bylaws, or the Local 1021 Constitution and if the alleged violation may have affected the outcome of the election.
