Customs Clearance Consortium (CCC)
Have you registered with our CUSTOMS Agent ‘CCC’?
If you haven’t done so, please use the attached CCC Starter Pack.


Are you using your own Agent for Full Load Consignments?
If so, do you understand what information your logistics provider AGRO Merchants will require?

AGRO Merchants will need your data & MRN’s for each consignment!

Your haulage provider is responsible for moving goods through the Border Control Post and we will be responsible for notifying the Customs & Border Agencies that Goods will be arriving at the border though the use of (GVMS in the UK Goods Vehicle Movement Systems) Goods Movement References and through generating (Irish Revenue Ro-Ro service) Pre Boarding Notifications.


AGRO cannot make these entries without the Master Reference Numbers (MRN’s) of each consignment form the Import & Export Declarations.

EORI Numbers
Have you requested and received your EORI Numbers?

TSS (Trader Support Scheme)
If some of your trade flows between GB and Northern Ireland have you registered with the TSS (Trader Support Service) You will also need an XIEORI Number. You must REGISTER NOW!

Health Certificates
Are you ready for Health Certificates; Products of Animal Origin, and Products of Plant Origin (Phytosanitary). You will need to register with TRACES for EU Companies (TRACES NT) & IPAFFS for UK Companies.

Incoterms
You must be clear who the Exporter and Importer is?

Tariffs, Duty & Deferment Account
Ensure deferment accounts are set up to pay duties / Vat especially if we are heading for a NO DEAL. 

CCC do offer a deferment account but as with most agents will require cash up front.  

The Irish Finance Department also offer a cash deferment account, so customers will have the opportunity to utilize that option also.

 
Fiscal Representation
By using CCC as our clearing agent we can also recommend to use Avalara as your Fiscal Representative in any of the EU territories to handle Import/Export declarations including Transit Documentation and EU Vat Registrations by EU territory.
 
Customer Data Template 
From 1st January 2021 Agro require all customers to place their job consignment orders with all the relevant customs data using the attached customer operational transactional template.

It is of the utmost Importance that we use the data template forms attached for all transactions.
 

Master Data & Test Data
Please ensure that you have provided all your master data to AGRO including EORI Numbers, Commodity Codes, incoterms etc.

Create test jobs from actual consignments and get AGRO & CCC to check the accuracy of the data.

DEAL or NO DEAL, will require customs documents, health certs and additional paperwork.

AGRO and CCC cannot move product without ACCURATE DATA.


AGRO Merchants Dutch Border Control Posts

Brexit is getting closer. As of 1st January 2021, all goods containing products of animal origin arriving into Europe from the United Kingdom will have to make a mandatory stop at a veterinary Checkpoint - a so called Border Control Point (BCP) - before the goods can be released into the European Union. Since there were no inspection points at the Northern bank of the Port of Rotterdam, AGRO Merchants will create a special Border Control Point at our Westland facility(‘s-Gravenzande) to be the only veterinary inspection point for all goods of animal origin arriving by ferry on the North bank of Rotterdam (Hoek van Holland & Vlaardingen).

Our existing AGRO BCP location Maasvlakte offers Checkpoint services for all goods of animal origin arriving by ferry on the South Bank of Rotterdam (Europoort & Botlek). We can inspect these goods (as well CAT III) at our Maasvlakte facility, which cannot be inspected at a Checkpoint on the North bank of Rotterdam as per NVWA (Dutch authority) regulations.
 
Together with Europe Total Logistics (ETL) in Rotterdam, which is part of the AGRO Merchants Group, we can offer our customers a total service package for the import of goods of animal origin from the United Kingdom. ETL takes care of the documentation and customs formalities that are required and also facilitates all required export documentation to the United Kingdom.

We are currently taking registrations and onboarding our customers so that they are ready to start checks at our Westland and/or Maasvlakte location as from January 2021.
 
The schedule for registering a veterinary inspection at one of our Checkpoints in Rotterdam is as follows:
  • All shipments must be registered the day before inspection by 14:00 hrs. All shipments that are registered must have “d-control conform” otherwise they are not allowed to go to any Checkpoint. 
  • The customer needs to report the inspection in Portbase Port Community System (PCS) at the Checkpoint. If the customer does not use Portbase, the customer will send the request for inspection with the veterinary data to the Checkpoint, stating the date and time of the desired inspection moment. The Checkpoint then manually transfers this data to Portbase. Costs may be charged for this (Portbase entry).
  • The driver reports with the trailer/container and all documents (T1 + d-control conform, etc.) on the agreed day and time at the Checkpoint. The necessary documents can also be mailed to the Checkpoint in advance, so that they are available straight away as soon as the driver reports. 
  • The Checkpoint registers the shipment in the “NCTS” (customs) systems and notifies the NVWA (Dutch authorities) at the Checkpoint. A Checkpoint officer will inform the driver when they can place their trailer/container on the dock.
    PLEASE NOTE: Keep seals intact and doors closed! 
  • Subsequently, the inspection process is initiated by the officers of NVWA and Checkpoint. The duration of the inspection partly depends on the type of goods/inspection regime, etc.
  • Once the inspection has been completed and approved by the Checkpoint officer, the driver can move the trailer/container from the dock and wait on site for the paperwork.
  • The NVWA will handle the paperwork and once approved will hand them over to the Checkpoint. The Checkpoint will then complete the documentation including all necessary stamps and hand them back to the driver.
  • Waiting times depend on various factors such as correct documentation, correct goods, nature of goods and the number of trailer/containers at the check point at time of arrival.
