Positive news from Budget 2019: A replacement Harry Balfour School was among the government’s announcement of 25 new school projects on November 4. 

FALL BUDGET UPDATE:
PWPSD examines realities of Budget 2019

The Board voted to approve the fall revised budget report for the year ending August 31, 2019, for submission to Alberta Education.   

Expectations that government would maintain existing grant rates and fund enrolment growth were dashed after the province’s release of Budget 2019 on October 24. Since then, the Board of Peace Wapiti Public School Division (PWPSD) has taken time to review the impact, and shared a report during their first meeting since the announcement on what the division’s $2 million grant reduction fallout will mean. 

“In PWPSD’s deficit spring budget, we anticipated the elimination of the $730,000 Classroom Improvement Fund. However, the grant reduction left us looking for an additional $1,270,000,” says Superintendent Bob Stewart.  

Further compounding the $373,000 deficit approved in the spring budget is the unexpected increase in insurance premiums, costing PWPSD an additional $1,040,000 over last year.

The combined tally of the spring deficit, grant reductions, and increased insurance premiums meant the Board would be facing a deficit of approximately $2.7 million. However, further reductions to expenditures in areas that will not impact classrooms lowered the deficit to $1.7 million – to be funded by operating reserves.

Going forward, Mr. Stewart says senior administration will need to work with the Board and school principals to examine all areas before presenting a 2020-2021 budget to the PWPSD Board next spring.

The 2019 provincial budget maintains school nutrition program funding, along with continued commitments to improve outcomes for Indigenous students and to invest in new schools and existing school infrastructure.

On November 4, Education Minister Adriana LaGrange announced 25 new school projects, including design funding for the replacement Harry Balfour School. The Minister also said that parents no longer have to fundraise for school playgrounds, as they will be included in funding for any new school announcements. 


In their 2020-2023 PWPSD Three-Year Capital Plan, the PWPSD Board sought government approval for three new schools – replacements for Harry Balfour School and Peace Wapiti Academy to address enrolment growth and reduce ride times for students from rural feeder schools, and a K-8 school in Clairmont Heights to address enrolment growth in the area. Modernization of Bonanza School is also included in the plan. 

Audited financial statements approved

The audited financial statements for the year ending on August 31, 2019 were presented for Board approval by PWPSD Secretary-Treasurer Ralph Paquin. Leon Pfeiffer, CPA, CA and partner at Collins Barrow Edmonton LLP, was available for questions. The Board voted to approve the schedule of transfers to and from reserves, and the audited financial statements.  

Memorandum of Agreement ratified

The Board voted to ratify the Teamsters Memorandum of Agreement, dated November 7, 2019, for the term January 1, 2020 to August 31, 2021.

Board approves sale of land to Town of Beaverlodge

The PWPSD Board approved a request from the Town of Beaverlodge to subdivide and sell the illustrated portion of land, located adjacent to Beaverlodge Elementary School at 1009-5 Avenue in Beaverlodge. The Board attached a $1.00 price tag to the property, and noted that the sale should create no cost to the Board. The sale is pending approval from the Minister of Education. 

Choice in Education Survey closes December 6, 2019

First reading of Public Sector Employers Act

The Board received a letter from the Government of Alberta, advising that the first reading of the Public Sector Employers Act took place on October 28, 2019. The letter went on to say that the Act continues to respect local bargaining autonomy and the importance of the collective bargaining process.

  • Trustee Scheers reported on the ASBA Fall General Meeting.
  • Trustee Knull reported on the Rural Caucus of Alberta Meeting.
  • Trustee Knull provided the PSBC Meeting Report.
  • Trustee Scheers reported on the MLA-Joint Board Meeting.

Travel requests reviewed by Board

The Board reviewed the following requests for international travel. Approval for all travel is pending compliance with Policy HGCG – Off-Site Activities.

The following trips received final approval:

  • Peace Wapiti Academy: Croatia and Italy
  • Helen E. Taylor School: Italy, Germany and Switzerland 
  • Sexsmith Secondary School: Japan
  • Hythe Regional School: Italy, Germany and Switzerland 
  • Savanna School: Spain
Approval in principle was granted to:
  • Hythe Regional School: Greece

Upcoming Events

  • Choice in Education Survey: Provide your input by December 6, 2019. 
     
  • Christmas events at PWPSD schools: View the schedule. In the event of cancellations due to inclement weather, the list will be updated in red to reflect the new dates and times. 
     
  • Next Board Meeting: Thursday, December 12, 2019 at 10:30 a.m., Spirit River Sub-Office.
     
  • School Christmas break: Monday, December 23, 2019 - Friday, January 3, 2020.  
     
  • Classes resume: Monday, January 6, 2020.
During the school Christmas break, PWPSD offices and shops will be open on regular work days, but closed to the public. Offices and shops will be closed on the following statutory holidays:
  • Christmas Day: Wednesday, December 25
  • Boxing Day: Thursday, December 26
  • New Year's Day: Wednesday, January 1
