The Global Covenant of Mayors for Climate and Energy serves cities and local governments by mobilizing and supporting ambitious, measurable, planned climate and energy action in their communities by working with city/regional networks, national governments and other partners to achieve our vision.

Intermediary cities play a unique and crucial role in the fight against climate change. These cities, whose development is based on the function of intermediation, account for 30 percent of the world’s urban population, a figure estimated to rise to 50 percent in 20 years. They also play a primary role in connecting important rural and urban areas to basic facilities and services – and are where we’ll see the most impact from local leaders.

My role as president of the Intermediary Cities Forum has provided me with a comprehensive picture of the climate challenges facing the world, as well as the potential represented by intermediary cities. My own city of Chefchaouen is proud to be a climate leader in the MENA region, promoting energy efficiency, energy savings, renewable energy and green economy, with particular attention to transparency so our citizens can understand the benefits of climate action. Our Info-Energie Center is a testament to our commitment to climate action and equality; anyone in the city, from large businesses to individuals, can visit the center to receive expert advice on increasing their energy efficiency. But beyond our own city, we also connect the climate debate to regions, towns and villages that might otherwise be left out of the global conversation. We’re pleased with the progress we’ve made in Chefchaouen since deciding to transform into an ecologically sustainable city – but there is always more to be done.

Join the One Planet Charter to Raise the Ambition

Join mayors from around the world to register your commitment to action at the Global Climate Action Summit.

Through the One Planet Charter, city targets in urban mobility, renewable energy, low carbon buildings, solid waste management and urban resilience will be collected and presented at GCAS. The One Planet Charter – a joint initiative by ICLEI, C40 and GCoM – is an effort to capture existing city sectoral commitments, while also allowing for the capture of new commitments from cities across their primary areas of control.

All commitments will be brought to the Global Climate Action Summit to demonstrate the collective effort of cities to reach the Paris Agreement goals.

ICLEI Endorses Edmonton Declaration at World Congress in Montreal

The Edmonton Declaration is a bold call to action from cities and city networks to the global community to invest in the research and innovation that cities need to realize their full potential as climate leaders. On June 19, at the ICLEI World Congress in Montreal, GCoM and Edmonton Mayor Don Iveson introduced Innovate4Cities and the Edmonton Declaration which was then endorsed by the ICLEI Council and Global Executive Committee. With that endorsement, nearly 3,400 municipalities in North America have endorsed the declaration including the U.S. Conference of Mayors and the Federation of Canadian Municipalities Annual Conference

Partners Convene to Strengthen Coordination in Africa

On June 30, alongside the Climate Chance Summit in Abidjan, Côte d'Ivoire, GCoM and its regional chapter, the Covenant of Mayors in Sub-Saharan Africa (CoM SSA) – which represents more than a hundred cities in the region and a population of nearly 110 million –hosted a meeting to bring together key partners in the region including ENDA, UCLG Africa, ICLEI World Secretariat and Africa, C40 World Secretariat and Africa, UN HABITAT Africa, Sustainable Energy Africa, CDP, and representatives of the European Commission’s JRC, DG DEVCO and DG CLIMA.

The partners will now execute an action plan to strengthen cooperation towards the upcoming Africities Summit in Marrakesh in November 2018.

Advancing Innovation & Finance at Intermediary Cities Forum

On July 5, the Global Covenant of Mayors, Board Member and host Mayor Mohamed Sefiani, and UCLG convened the Innovate4Cities Climate Change and Intermediary Cities – Workshop on Research & Science during the UCLG 1st World Forum of Intermediary Cities in Chefchaouen, Morocco. 

The workshop brought together mayors, city practitioners, UN and local government organizations, academics and civil society into the first-ever cities-driven research and innovation agenda to be delivered at the One Planet Summit.

Following the workshop, the Global Covenant of Mayors and UCLG convened a Talanoa Dialogue for Africa focused on Vertical Integration of NDCs. During this session with African representatives from multiple levels of government, Mayor Sefiani proposed to launch a Call to Action for Vertically Integrated NDCs and NDCs investments plans for the Africa and Middle East region, modelled after the successful Call for Vertical Integration by GCoM Board Member and Mayor of Quito Mauricio Rodas. This historic Forum and the resulting Chefchaouen Declaration-Charter of the Intermediary Cities of the World represent the critical role intermediary cities have in implementing global agendas.

Innovate4Cities Advanced at UNFCCC Asia Pacific Climate Week

On July 12, during the UNFCCC’s Asia Pacific Climate Week in Singapore, GCoM partners C40 and CDP discussed how Innovate4Cities seeks to address cities’ unique knowledge and data gaps to develop innovative climate solutions. The workshop, “Data to Drive Climate Action and Energy Transitions in Cities,” focused on the importance of climate change data and transparency to empowering local governments  – especially in the Asia Pacific region – to take evidence-based and accelerated action for energy transitions. This event builds on a series of Innovate4Cities global consultations helping build the first-ever cities driven research and innovation agenda.

Impact 2050 project, a collaboration between C40 Cities, GCoM, Acclimatise and UCCRN, highlights that the number of cities exposed to extreme temperatures will nearly triple over the next decades. UCLG ASPAC Congress is a biennial event that brings together key development actors across Asian Pacific countries. Climate Week, One Planet Summit, NYC, USA, 26 September
Heads of State, business leaders, and other non-state actors will once again come together to account for the implementation of commitments made at the One Planet Summit (12 December 2017) and build trust and collaboration for ongoing multilateral climate action.
