Today's issue:

- the Agenda for Justice: CSOs have announced a list of demands to future MPs;
- activists demanded a lawful verdict for Odesa mayor Trukhanov; 
- the Qualification Disciplinary Commission of Prosecutors opened a case into violations detected in Kholodnytsky's declarations;
- SBU head Bakanov refused to publish his declaration and declarations of other SBU leaders;

- Russia returned to PACE; Russia refuses to release illegally captured sailors. 
 
The Agenda for Justice: CSOs have announced a list of demands to future MPs

17 CSOs called on political parties and candidates who run for the Parliament to support the Agenda for Justice. The list of reforms includes measures within the judicial, law enforcement, prosecutor's office and other reforms, that are essential for the establishment of the real, not just declarative, justice in Ukraine.

The agenda is already supported by "Sluga Narodu", "Holos", "Hromadianska Pozytsiya" (of Anatoliy Hrytsenko), and "Samopomich" parties. 
Activists demanded a lawful verdict for Odesa mayor Trukhanov
The activists of Automaidan and AntAC brought the bars to Malynovskyi district court of Odesa. This court considers the case against Odesa mayor Trukhanov. The case regards embezzlement of 92 million UAH during the purchase by the city council of the building of Krayan factory. The activists explained why the verdict will most likely be the acquittal and why the judges who will pass it should not be trusted. 

AntAC lawyer Vitaliy Tsokur informed that the court was considering the case blazing fast, holding hearings every day from morning till night - apparently to allow Trukhanov to avoid the High Anticorruption Court. SAPO requested 12 years in prison with the confiscation of Trukhanov's assets. 

The Qualification Disciplinary Commission of Prosecutors opened a case into violations found in Kholodnytsky's declarations
In May 2019 AntAC filed a complaint to the Qualifications Disciplinary Commission of Prosecutors regarding the violation by SAPO head Kholodnytskyi of the law "On Corruption Prevention" during the submission of e-declarations in 2016-2017. The violations were detected by the National Agency for Corruption Prevention. 

Kholodnytskyi lowered the income from the sale of property by 25,000 UAH. He also filed false statements regarding the money on bank accounts and did not note he had lent money to the third parties. In total, false statements amounted to 135,000 UAH in 2016 e-declaration. The same violations were revealed in his 2017 declaration. The law on prosecutor's office foresees that the violation of submission of the e-declaration is ground for bringing a prosecutor to disciplinary liability. 

Earlier, despite grave violations committed by Kholodnytskyi, the Qualification Commission decided to issue a reprimand only. 

SBU head Bakanov refused to publish his declaration and declarations of other SBU leaders

Replying to AntAC's official request to the Security Service of Ukraine acting head Ivan Bakanov, the SBU informed that "declassification of the declarations of SBU officials is premature". 
The classification of declaration contradicts the law on corruption prevention, according to which e-declarations should be submitted by the head of the SBU and his deputies, heads of units of the Central Administration of the SBU and their deputies, heads of the Regional Departments of the SBU and their deputies, investigators and heads of investigation units of the SBU. Russia returned to PACE,
refuses to release illegally captured sailors in violation of Hamburg tribunal ruling
After a long campaign aimed at persuading MPs - members of the national delegations to the Parliamentary Assembly of the Council of Europe not to surrender to Russia's blackmail and oppose its unconditional comeback to PACE, with 118 MPs votes in favour and 62 against Russia was returned.
EuromaidanPress collected information about Russia's implementation of PACE resolutions, and it is obvious that nothing was done. Therefore a decision to turn a blind eye on Russia's previous violations is nothing but a green light for further aggression. 

Seven national delegations have left PACE after the vote to return home and consult their governments. In the meantime, the head of the Russian Duma foreign affairs committee already commented that PACE decision to return Russian delegation 'is an important step for international recognition of Crimean annexation'. #CrimeaIsUkraine 

Earlier, AntAC's Olena Halushka and Oleksandra Matviychuk from the Center of Civil Liberties explained why it is dangerous and unacceptable to return Russia to PACE without at least conditioning it on the liberation of all Kremlin's hostages - around 250 people. 

In the meantime, Russia continues its grave violations of the international law: despite the terms when Russia was ordered by the Hamburg tribunal to liberate captured sailors already expired, it again refuses to do it.
