2019 LEGISLATIVE SESSION BEGINS
JANUARY 14, 2019 at 10am

Ensuring our greatest asset, our children have the best chances to reach their greatest potential will be my focus for this legislative session and in my district. As we reflect during this season of love and giving, remember each of us has a moral obligation to "do our part". United Way of Greater Atlanta publishes the Child Well Being Score every year for the 13 county region. The score can be narrowed down to zip codes. To my dismay, in portions of my district in 30297 the score is
17.4 out of 100. This score means if you are a child living in 30297 then your chances of having the resources you need to become a productive citizen is 17.4%. This is enough to "Sound the Alarm" and the reasons for my
3 Big Top Projects

The visit to Central Education Center was very educational and an eye-opener on how CTAE and Apprenticeship programs are having positive results for students in Coweta County. These students are graduating ready for the workforce. A special thanks to Mark Whitlock, the Executive Director, his staff, Newnan Coweta Chamber of Commerce, my colleagues: Minority Leader Bob Trammell and Chairwoman Lynn Smith for making the group feel welcome.
The day started off with lunch and a tour of the Cancer Treatment Center of America in Newnan. This is a state of the art facility which doesn't resemble a hospital at all. There is one on one support for Cancer patients from the time they are admitted into the program. There has been a lot of discussion in Georgia on the Certificate of Need (CON) requirement and whether it is beneficial to Georgia residents or not. We met a patient who received his treatment from CTCA and is now cancer free, but he also told us about 2 of his friends who can't be admitted due to the limitation Georgia law places on who can be admitted. Special thanks to Laurie Sparks for coordinating our tour. She is also my constituent.

This studio set was donated from a famous television network and the students use it in their projects.

Clayton Legislative Delegation spoke with members of the Clayton County Chamber at their annual legislative breakfast during a round of table talks. Rep. Stovall highlighted her 3 Big Top Projects and gave updates on the Special Session.

Rep. Stovall spent time listening to concerns of the Seniors at Ashton Walk Apartments in Forest Park at a luncheon.

Georgia Can held its annual advocacy summit at the Capitol with engaging advocates for student success throughout the entire public education system. Rep. Stovall addressed the attendees on why their advocating efforts are important to all of Georgia students. She shared her success and challenges and answered questions.

BIENNIAL is held every 2 years for legislators to celebrate legislation which had a positive effect and gain insights on future legislation. 

Rep. Stovall took time to pose for a picture with the staff at Easter Seals of Southern Georgia. They shared insights on the needs for children with disabilities and the challenges faced by their parents. She also spoke with SPADD on strategies for the upcoming session to improve communication with the state departments and the providers.

Excel In Ed Summit is held annually for those interested in promoting quality education for all children whether it is public or private in the USA.

Featured Dr. Howard Fuller as one of the keynote speakers. He is a pioneer in education reform for African American children and gave honor to Assemblywoman Polly Williams, a Black Democrat from Wisconsin who was the author of the first US school choice legislation in 1989. He spoke on what is needed in a child's life for him/her to be successful. 



    

Another speaker was Dr. Raj Chetty who spoke on the affects of mobility by race

BUDGET FY 2019 HB 684 (amended Nov 2018)
July 1, 2018 -  June 30, 2019

Total Fund Budget $51 billion which includes federal and other funding. The state budget is set by revenue estimates of $26.2 billion, increase of $1.22 billion over FY 2018 budget. Nearly 90% of new revenue is consumed by education as well as health and human services expenses.  
Specifically, $742.4 million (60%) is budgeted to fully fund K-12 and higher education; $359.7 million (29.2%) is budgeted for health and human services; and $127.4 million (10.4%) in the remaining new funds is appropriated to public safety, economic development and general government agencies as well as debt service.
