SINE DIE was March 30th. There was a sigh of relief throughout the State Capitol.
What is Sine Die?
It is a ceremonial close out for any passage of bills. The bills both the House and Senate members have agreed upon are transmitted to the Governor's office to sign, veto, or do nothing. If the Governor decides not to sign or veto the bill, then the bill automatically becomes law . The ripping of paper and throwing it in the air is symbolic to saying farewell. The 2018 Legislative session has adjourned. Any bills not passed this year will have to be reintroduced in 2019. It is an emotional time because many of the members probably won't see each other until January 2019. After March 29th, re-election campaigns move into high gear.

BUDGET FY 2019 HB 684

Total Fund Budget $51 billion which includes federal and other funding. The state budget is set by revenue estimates of $26.2 billion, increase of $1.22 billion over FY 2018 budget. Nearly 90% of new revenue is consumed by education as well as health and human services expenses.
Specifically, $742.4 million (60%) is budgeted to fully fund K-12 and higher education; $359.7 million (29.2%) is budgeted for health and human services; and $127.4 million (10.4%) in the remaining new funds is appropriated to public safety, economic development and general government agencies as well as debt service.
