Our February meeting is one you will NOT want to miss- we will host a forum for both men who want to lead the Republican Party of Texas for the next two years- two very critical election years.

Is Texas red?  Is it purple?  Are we on our way to blue-state status?  So much of what the future of Texas looks like depends on Republican leadership, and this May you will have the chance to determine who that leadership will be.  Can you make an informed choice? 

The answer will be “YES” after our February program.  Both the current RPT Chair, James Dickey, and his challenger, LTC Allen West (Ret) will take part in a Chairman’s forum, moderated by the Honorable Jacquie Baly.  There will be plenty of good questions and time for you to meet the men want to take on this critical role.

James Dickey has served as Chairman of the Republican Party of Texas since June 2017. For three years prior, he was Chairman of the Travis County Republican Party. James received his undergraduate degrees in English and Political Science from Stanford University, his MBA from Baylor.  He is the co-founder and a board member of a small insurance firm that provides agents with products they need to do their jobs quickly and easily.
He’s been married to his wife Lynda for 31 years and they have three children — Jay, Donna, and Dakota.
 In his spare time, James enjoys reading — particularly biographies and histories — and loves spending time with his wife and children.
 
Lt. Col. West believes it will be principled constitutional conservative policies, not politics, which secures a sound economic future for Americans – with growth, opportunity and returning the promise of the American dream for this generation and those to come.       
He is the third of four generations of military servicemen in his family.  During his 22- year career in the United States Army, Lieutenant Colonel West served in several combat zones and received many honors including a Bronze Star, three Meritorious Service Medals, three Army Commendation Medals, one with Valor device, and a Valorous Unit Award. In 1993 he was named the US Army ROTC Instructor of the Year.
 In November of 2010, Allen was elected to the United States Congress, representing Florida's 22nd District. As a member of the 112th Congress, he sat on the Small Business and Armed Services Committees and was instrumental in passage of the 2011 and 2012 National Defense Authorization Acts. His is also the former Executive Director of the National Center for Policy Analysis in Dallas, Texas.

Jacquie Baly founded BalyProjects, with the objective of providing public affairs and media relations services to clients.  She has served as Council Member At-Large and Mayor Pro Tem for the City of Sugar Land, received multiple appointments to Governor’s boards, and has served as a political analyst for various television and radio stations.
Jacquie is currently a Fort Bend Republican Party Precinct Chair, Greater Katy Area Republicans Board member as well as a member of the Fort Bend Republican Women’s PAC.  A native of St. Croix, U.S. Virgin Islands, Jacquie holds a bachelor’s degree in Political Science and a master’s degree in City Planning. 

Additionally, we will be conducting another “mini forum” for the Harris County Precinct 3 position – you’ll want to hear from the candidates looking to replace Steve Radack!

Part 2

Last month we took a look at Republican accomplishments at the federal level during the Trump presidency thus far.  You’ve been armed with plenty of information to talk to your friends and neighbors about federal level successes.  Now, let’s take a look at three of the biggest accomplishments of the Republican led Texas Legislature and Governor Greg Abbott. 

Education Reform.  For the first time ever and without the threat of a lawsuit hovering over them, the 86th Texas Legislature passed real, bona fide school finance reform.  House Bill 3, the major school finance reform plan, transforms public education funding in Texas.  $4.5 billion in new dollars are devoted to education reforms, including an increase in the basic allotment for every student and full-day pre-K for low income students.  $2 billion is devoted to teacher pay and incentive programs that promote teacher quality, increasing the minimum teacher salary schedule, and creating merit pay programs for our best educators.  Importantly, recapture is reduced by $3.6 billion through a property tax buy-down and reform of school finance formulas.

Property Tax Transparency.  Thanks to the passage of Senate Bill 2, if local governments want to increase our property taxes by more than 3.5%, they must come to us taxpayers for approval. Something that might have flown under the radar with a lot of folks that is very consequential in Senate Bill 2 is that it increases transparency in the property taxing process with electronic, simple to understand, and real-time tax notices.  Because of SB 2, voters will have more information and opportunities to participate in the tax-setting process and increased protections against rising appraisals.  Watch for those tax rate hearing notices, and show up, participate, and make your voice heard.

Balanced Budget.  Unlike the federal government, the State of Texas is required by law to have a balanced budget.  The Texas Legislature passed a balanced budget and met the financial needs of our State.  In addition to billions of dollars for property tax relief and increased education funding, shortfalls in Medicaid, foster care, women's health, and state hospitals were addressed.  $600 million was added to restore TRS to financial solvency, ensuring that past, current and future teachers will have their pension needs met.  $210 million new dollars were appropriated for the state's driver's license program to reduce wait times.  $6.1 billion was allocated for new non-tolled highway construction, and over $900 million annual dollars are dedicated for border and public safety efforts.     

Our Texas Republican leaders listened to us and delivered during the last session.  Now it’s our turn to deliver by helping secure solid Republican majorities in both the Texas House of Representatives and the Texas Senate.

A vote for Republicans is a vote for freedom; 
it is a vote for personal responsibility;
it is a vote for the rule of law;
it is a vote for freedom of speech;
it is a vote for free enterprise;
it is a vote for freedom of religion;
it is a vote for reduced federal regulation;
it is a vote for limited taxes;
it is a vote for energy independence; and,
it is a vote for national security. 
There is a choice.

There will be Campaign University events to learn campaign basics and strengthen the force. I will notify you of volunteer opportunities, and you let me know of events that I can share with members. “Policy for Counting Campaign Hours” will be in the 2020 directory. Look for the Action Board at luncheons. There will be events posted, sign-up sheets, and a calendar. Make note of your hours! I will send monthly reminders to send them to me.

With the Presidential impeachment hearings in the news, it's more important than ever to know what our U.S. Constitution mandates.  The U.S. Constitution is the key to securing liberty for all Americans.  Hillsdale College is dedicating this year to educating millions of Americans about this critical document.  The College is offering its popular course, "Constitution 101" for free.  The course is delivered via email, with one lesson per week for 10 weeks. Each lesson features lively teaching and discussion boards, suggested readings, weekly quizzes, and more.

Minutes of VRW's January General Meeting

 
January 22, 2020
 

Meeting was called to order at 11:30 A.M. President Harrington welcomed everyone.
 
Chaplain Robyn Harrison gave the invocation. Justice Ken Wise and Mr. Bruce Bain led the attendees in the Pledges.
 
President Harrington introduced the new VRW Board Members, Elected Officials, Candidates, and Guests.
 
The Previous Minutes were approved as distributed.
 
Mrs. Fran Marintsch gave the Finance Review Committee Report. The committee, Julie Jaehne, Nolia Rohde, and Fran Marintsch, met on January 20 at the home of VRW Treasurer Nancy Scott. Everything was found to be in order. There are three recommendations from the Committee:
            •  Only the checks in the VRW checkbook should be used for financial transactions. No temporary checks issued by the bank should be used.
            •  Continue to file State Comptroller filings on an annual basis.
            •  Only the Treasurer should make deposits to the VRW bank account
The Committee thanked Nancy Scott for her hard work as Treasurer during 2019.
Mrs. Scott then presented the Treasurer’s Report. A motion to approve was made by Mrs. Marintsch and seconded by Mrs. Kosmoski. The motion passed.
 
Announcements were made by Mrs. Harrington about the VRW Directory, the Republican Westside Campaign Headquarters, Deputy Registrar training, membership dues, and a lunch event on June 6 to celebrate the Centennial for the Women’s Right to Vote. She also mentioned an article on Impeachment Process that Mrs. Bain wrote for the January Newsletter.
 
Mrs. Kosmoski, Program Chair, introduced two HD-138 Candidates: Claver Kamau-imani and Josh Flynn. Lacey Hull, a third candidate was absent. The candidates were given 2 minutes to talk about the single most important item on their agenda plus two additional questions from Mrs. Kosmoski. She then introduced Steve Munisteri, the program speaker. His topic was “Get off on the RIGHT Foot in 2020.” A donation to Patriot Paws will be made in honor of Mr. Munisteri.
 
Meeting was adjourned at 12:57 P.M.

How About A Woman on Trump’s Defense Team?

Trump defense lawyer Pam Bondi, former Florida Attorney General, appeared before the Senate to point out the reason the Biden's Ukraine conduct justified inquiry. 

Bondi suggested that the Senate should consider the evidence that the Ukrainian gas firm, Burisma, only hired Hunter Biden to gain influence over his father, who was then Barack Obama’s point man on Ukraine. Can anyone seriously suggest that an attempt to gain influence over the White House is not a matter of national security?

Here are some excerpts from her statement:
“In fact, every witness who is asked about Hunter Biden’s involvement with Burisma agreed there was a potential appearance of a conflict of interest. Multiple House Democratic witnesses, including those from the Department of State, the National Security Council, and others unanimously testified there was a potential appearance of a conflict of interest.”
...
“Hunter Biden was paid significantly more than board members for major U.S. Fortune 100 companies said Goldman Sachs, CitiGroup. The typical board member of these fortune 100 companies are titans of industry, highly qualified, and as such, they are well compensated. Even so, Hunter Biden was paid significantly more. This is how well he was compensated. Hunter Biden is paid over $83,000 a month. The average American family of four during that time each year made less than $54,000.”

“When speaking with ABC News about his qualifications to be on Burisma’s board, Hunter Biden did not point to any of the usual qualifications of a board member. Hunter Biden had no experience in natural gas, no experience in the energy sector, no experience with Ukrainian regulatory affairs. As far as we know, he doesn’t speak Ukrainian. Naturally, the media has asked questions about his board membership.”

Bondi also pointed out how Joe Biden bragged that he threatened to withhold aid to Ukraine if the prosecutor looking into his son's corruption was not fired.
Even CNN's Jeffery Toobin had to admit Bondi did “an effective job at showing how sleazy the hiring of Hunter Biden was.”

The Biden's corruption has been at the center of the impeachment probe because it was their corruption that warranted the inquiry by President Trump. However, Democrats continue to argue that because Joe Biden was Trump's "political rival" it made him immune from investigation.  They don’t even bother any more to argue that the Hunter Biden deal was proper, ethical or anything else.  They just claim immunity from investigation because Biden is a political rival. 

Think about that concept – Democrats want to be able to impeach the President for investigating anything illegal or unethical that is suspected of a political rival – leaving political rivals free to act as they please free from fear of investigation.

There is no law that prohibits investigation of one’s political rivals.  That is why the “charges” against the President have been a moving target.  First, they argued “quid pro quo”, but there was no evidence of any quid pro quo by Trump. Now they claim he abused his power because he asked that Biden be “investigated.”

Ask yourself, isn’t it the President’s duty to investigate matters that affect national security?  Do you think Biden’s insistence on the firing of a foreign prosecutor affects national security? Ironically, what Biden admits doing – withholding money from Ukraine unless the prosecutor was fired - is exactly what the Democrats accused Trump of doing but couldn’t prove.  Why aren’t they asking Biden to abandon his bid for the White House based on his admitted impeachable conduct?

The Six Pillars of President Trump’s Defense

White House Deputy Counsel Mike Purpura, who is on the legal team that is defending Trump in the Senate on Saturday pointed out 6 key facts that according to him “Have not and will not change”:

1.       The Transcripts of the Call.
"The paused security assistance funds aren't even mentioned on the call,"
The transcripts of the call between President Trump and President Zelensky have shown that President Trump did not use military aid as leverage to get an investigation into the Biden family and the corruption that is suspected to have occurred while Joe Biden was Vice President. In fact, the transcripts between the two show that there was no attempt to condition the military aid what-so-ever.

2.       Testimony of Ukrainian Officials
Ukrainian officials sided with the President and stated that they felt no pressure to investigate the Bidens on allegations of corruption. They also further stated that there was no quid pro quo.

3.       President Zelensky and Company Unaware
"The security assistance was paused until the end of August, over a month after the July 25th call,”
President Zelensky and other Ukrainian officials were not even aware that the aid was being temporarily suspended. Thinking about this logically it is hard to use the aid as leverage if the party against whom the leverage is supposed to work is unaware of the fact supposedly causing the leverage.  

4.       Even Dem Witness Don’t Agree With Dem Claims
Another point made by Purpura was that even the witnesses the Democrats are hedging their bets on have testified that the aid was not tied to any investigation into the Bidens. This is a great point, even the witness the Democrats are pushing can’t verify their claims.

5.       The Aid Was Ultimately Given With No Condition
"The security assistance flowed on September 11th and a presidential meeting took place on September 25, without the Ukrainian government announcing any investigation,"
At the end of the day, the aid was given to Ukraine and President Trump receives no special benefits in return for handing the aid over.

6.       Trump Has Been A Strong Ally To Ukraine
"The Democrats' blind eye to impeach the president does not and cannot change the fact, as attested to by the Democrats' own witnesses, that President Trump has been a better friend and supporter of Ukraine than his predecessor."

Pathway for Serving as a Delegate at the
2020 Republican Party of Texas
Biennial Convention

The 2020 Republican Party of Texas State Convention
will be held in Houston - May 14-16, 2020.

To affect legislation at any level of government, Republicans must win elections and influence those who we vote into office.  Once the state and federal primary elections are completed, we must turn our attention to Republican precinct, county, and state conventions.  This is the BEST time to take your involvement to the next level.  Here’s a quick summary of the pathway for serving as an official delegate to the 2020 Republican Party of Texas Convention:

Step 1:  Vote in the Republican Primary on March 3, 2020.  Make sure to have the election clerk stamp your voter registration card “Republican.”  If you don’t have your card, ask for a “Certificate of Party Affiliation” showing that you voted in the Republican primary.  One of these pieces of paper will serve as your ticket to participate in your precinct convention. 

Precinct conventions are held at your physical polling locations on Primary Night, Tuesday, March 3, 2020, starting at 7:00 p.m. or as soon as the last voter leaves the polls.  Even if you voted early, go to your precinct convention location on election night. Because of the change in election day voting locations, your precinct convention may be in a different location than you are used to – check the HCRP website.  If you’re the only one who shows up, you can be the host of your precinct convention - it's happened to me many times.   Ask the election judge for “the packet” or obtain it from the party headquarters.  If you’re all alone at your precinct convention, go ahead and nominate (and elect) yourself to be a precinct delegate and feel free to call others in your precinct to see if they are willing to be delegates.  Move on to Step 2.

Step 2Senate District/County Conventions are held the third Saturday after the precinct conventions unless there is a conflict with Easter or Passover. This year the SD conventions will be held on Saturday, March 21st, 2020, at various locations in Harris County.....see the HCRP website for details.  Each Senate District gets to elect convention delegates from their pool of candidates selected through the precinct conventions.  If you are elected to be a state convention delegate, the first thing you should do is make your hotel reservation in Houston if you want a hotel room, then watch your mail/email for how to register as a delegate or alternate. You do NOT have to pay a registration fee – see the next section.

Step 3:  State Convention.  Now you are a full-fledged voting delegate at the state convention! You get to vote to elect the State Chairman, Vice-Chair, State Republican Executive Committee members, The GOP Party Platform and various resolutions.  This is also the year that delegates and alternates to the RNC Convention will be elected during the State Convention, at your Congressional District caucuses.

This convention, and the next two, will be in Houston at the Marriott Marquis downtown…..so easy for all of us in Houston to attend.  Even if the only reason that you wish to go to convention is to participate in the various elections, all you have to do is show up as a duly elected delegate you do not have to pay a registration fee.  According to state law, it is not legal for the party to charge you to attend and participate if you are a duly elected delegate.   You may choose to donate, but the party cannot force you to pay a registration or convention fee.

Texas Election Code Sec. 174.004. ELIGIBILITY REQUIREMENTS EXCLUSIVE. A political party may not impose eligibility requirements in addition to those prescribed by this title for serving as a delegate to a county, senatorial district, or state convention held under this code.
