Spare bus driver shortage tops annual report

PWPSD Transportation Director Ted Gobin noted in his Annual Transportation Report to the Board that the loss of eight bus drivers in the past year is placing a serious strain on the PWPSD spare driver list in the areas of Bezanson, Beaverlodge, Grande Prairie and Grovedale. Currently, three permanent spare drivers are covering a large portion of the Division, along with a new permanent spare recently hired in the Spirit River area. 

The Transportation Department manages 100 routes. Due to rural depopulation, two routes were eliminated for the 2019-2020 school year
one in Eaglesham and one in Woking. Minor adjustments to other existing routes reduced any negative impact on families, keeping pick-up and drop-off times in line with other similar PWPSD routes. 

The pilot busing project servicing Westlake Village subdivision within the Whispering Ridge Community School attendance area has been extended for the current school year. Mr. Gobin recommended making it a permanent route as it ensures that pick-up times in the entire attendance area occur after 7:00 a.m.

The earliest pick-up throughout the school division occurs at 6:55 a.m. for one student, who also has the latest drop-off at 5:10 p.m. Average pick-up times for a quarter of PWPSD bus students occurs between 8:01 a.m. and 8:15 a.m. 

PWPSD Transportation is a certified as a Modified Entry Level Training (MELT) School, with Mr. Gobin serving as Senior Driving Instructor, supported by five driving instructors. He plans to hand this duty off in the upcoming year to another driver who has gained more instructional experience. PWPSD has sent 16 student-drivers through the MELT program – one of the highest driver training ratios among school divisions in the province – nine of which have been internal to PWPSD, with the rest employed at other school divisions and First Nations communities. The rate for external driver training is set at $3,000 per student-driver, creating a new revenue source for PWPSD.

PWPSD's fleet of 144 yellow school buses includes eight new buses purchased this year, one of which is equipped with a wheelchair lift. The price of a new school bus increased over last year, due in part to the steel tariff. PWPSD will retire nine aging buses this year, bringing the fleet down to 135 units, including five white buses, a 32-passenger bus, a 21-passenger bus, and three 18-passenger buses. Mr. Gobin recommended replacing the white 21-passenger buses in the next year with a larger 32-passenger full size bus.  

The Alternate Arrangement Request Form, used by families to access busing to day care centres, has led to buses reaching full capacity in Wembley, Beaverlodge and Sexsmith. Some families were turned away, including some Junior Kindergarten students. Many parents are waiting until late August to make requests for alternate arrangements. 

Bus passes generated $14,000 in revenue last year. Passes provide service to approved students who live in areas that fall below the 2.4 kilometre walk limit mandated by Alberta Education.

The department bid farewell to retiree Brian Birkland and welcomed his replacement, Dewey Evans. 

Three-Year Education Plan and Annual Education Results Report approved


Alberta Education requires the submission of a Three-Year Education Plan and Annual Education Results Report (AERR) for 2019 - 2022 by January 6, 2020. PWPSD terminating ASBIE membership 

The Board has decided to terminate its membership with the Alberta School Boards Insurance Exchange (ASBIE), effective December 31, 2020, after an unexpected increase in premiums that will cost PWPSD an additional $1,040,000 over last year. The Board will provide written notice to ASBIE before December 31, 2019.

Engaging All Early Learners research project

Engaging All Learners research project, funded by the Alberta Research Network.
Assistant Superintendent Heather Putio presented on the Engaging All Learners research project, funded by a grant from the Alberta Research Network. Funds were used to support a partnership between PWPSD, the University of Calgary Werklund School of Education, and Horse Lake First Nation. The research project spanned a three-year period and looked at how Indigenous students and parents in rural areas often face unique circumstances that may impact educational achievement. As part of the project wrap-up, the research partners were invited to present to the Alberta Education Research Branch in October.   

Annual Information Technology Report 

In his annual report to the Board, PWPSD Information Technology (IT) Coordinator Darcy Bromling noted that the transition to move PWPSD servers to TeraGo, which started in 2014, has improved uptime and greatly improved resiliency. Although downtime does occur, it has become more manageable, creating lower risk overall. The current set-up has been working well, but the IT team will continue exploring other options to further improve resiliency and services.

Work continues on transitioning to the new PWPSD branding, including the new @pwpsd.ca domain that staff should now use for email. With the change, the division's website became www.pwpsd.ca, to reflect the PWPSD acronym and to align with the @pwpsd handle used for its Facebook and Twitter channels.

While the phone system provides cost savings for schools, particularly more rural ones, IT is exploring alternate back end solutions to reduce costs in this area. 

Approximately 50 per cent of schools still use SMART Board® 
technology, with others using televisions for audio/visual needs.

Students and teachers have fully transitioned to Gmail, while Central Office staff use Microsoft Exchange. Google Chromebooks continue to be the device of choice, with more than 4,500 playing a key role in education at PWPSD schools – stable with last year's number.  

Each day, thousands of devices connect to PWPSD's wireless networks. PWPSD pays for 300 Mbps of Internet, consistent with last year. Staff and students should use the authenticated guest wireless.

While SuperNet is effective, supporting it for schools is becoming costly. SuperNet's recent Request for Proposals was awarded to Bell, who bought Axia. The changeover has been slow, but is progressing. More than a year ago, Penson, Elmworth and LaGlace Schools were moved to another Internet service provider, bringing them on par with other PWPSD schools. Issues at Savanna School were fixed by the Bell takeover.

Staff can access the new IT Help Desk from any device and location with Internet service. After the initial sign-in, users can submit tickets via email. The change is a result of requests from PWPSD staff. 


The IT Department manages servers, email, wireless, cellphones, telephones, security cameras and door card systems, wiring and cabling, anti-virus and spam filtering, furnace software and wiring, desktop computers and laptops, software deployment, media installations, LAN, fax machines, SuperNet, printers and copiers, end-user support, Google Apps For Education (GAFE), SharePoint and websites, federated services, PASI, transportation and bus repair software, AHS illness tracking, firewalls, web filtering, iLearn and Moodle, and digital signage.

Travel requests reviewed by Board

The Board provided final approval for Peace Wapiti Academy to travel internationally to Chicago during Spring Break 2020. Approval for all travel is pending compliance with Policy HGCG – Off-Site Activities.

Season's greetings from PWPSD 

Friday, December 20 is the last day of school before the Christmas break. Classes will resume on Monday, January 6, 2020. During the school Christmas break, PWPSD Central Office, Sub-Office and shops will be open for staff who choose to work, but closed to the public. All staff observe the Christmas Day, Boxing Day and New Year's Day statutory holidays.
